    Summary This position serves as the Division Director for the Office of Project Analysis, Oversight, and Peer Review (NA-90.2), and is responsible for leading NA-90's program management processes including budget formulation and execution; baseline change control and performance reporting; risk management; coordination and completion of the annual update to the NA-90 Program Management Plan. Responsibilities As a Program Manager you will: Provide vision, leadership, and direction to the Office of Project Analysis, Oversight, and Peer Review employees by communicating NA-90 infrastructure goals, priorities, and actions. Lead NA-90 program management improvements and provides critical input to G2 enhancements and is responsible for engaging others to identify, design and implement improvements and updates to the NA-90 program management process and G2 for enhanced management and performance. Lead contract management support to NA-90 Program Managers such as coordinating procurement forecasts and actions with NA-90 program managers; serving as the NA-90 Small Business POC; and serving as the lead for the NNSA Contractor Performance Evaluation Process and collaborating with stakeholders to ensure quality performance feedback is provided during the CPEP process. Directly supports the NA-90 Associate Administrator and Principal Deputy Associate Administrator on NNSA and DOE-wide initiatives to resolve longstanding, challenging issues impacting the Department's ability to achieve mission results and enable effective operations. Perform a full range of supervisory responsibilities, to include assigning work; overseeing employee performance by issuing performance plans; taking steps to correct employees' performance; providing coaching and assisting staff to meet their training needs. Qualifications A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., NQ/NN/EN-03 or GS-13 equivalent. Specialized experience for this position is defined as: experience providing leadership, administrative, and professional services directly affecting a large program or enterprise in order to manage and make decisions regarding infrastructure and infrastructure-related activities, to include extensive knowledge of developing and formulating federal budget requests and justifications, development and execution of enterprise software systems, development and implementation of program/project management policies and procedures, and establishing and overseeing federal contracts, enterprise status, and conditions. Examples of Qualified Experience: Experience analyzing, interpreting, applying, and modifying program/project management and financial/business management principles, policies,initiatives, and systems to improve infrastructures and operations within DOE. Experience conducting extensive studies, analyzing findings, and making recommendations on substantive programs that have a broad impact on departmental or government-wide policies and procedures. Experience presenting budget recommendations, negotiating solutions to policies and procedures of a controversial nature in meetings involving national level stakeholders or other senior officials outside the incumbent's immediate agency. Experience supporting a major organizational component or program by applying experience in infrastructure, operations, and budget to analyze, interpret, and adapt existing administrative policies and regulations, and to resolve complex or controversial problems that cross multiple agency component lines.
