Responsibilities Analyzes, plans, and evaluates directorate functions to determine validity, propriety, accuracy, and adequacy of work processes. Reviews and analyzes a variety of reports received from internal and external sources, including reports produced by automated systems. Provides financial management technical advice and assistance to functional directorates in identifying problem areas involving regulatory requirements, statutory provisions, procedures, systems, or problems. Performs quality control examinations of operations, policies, procedures, and internal controls including the analysis of data and information with the objective to prevent and detect deficiencies in the operation of functional area systems. Applies financial management analysis knowledge of automated systems and related regulatory and statutory requirements to identify financial management problems. The major duties described above reflect the full performance level of this position. Requirements Conditions of Employment Qualifications GS-07 - One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-5) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; gathering data from financial systems; or researching financial policies and laws to resolve common financial issues. GS-09 - One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-7) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience researching and interpreting financial regulations, policies and laws to provide substantive recommendations and advice to managers; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; or researching and interpreting financial policies and laws to resolve financial issues. GS-11 - One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience analyzing financial and accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; or analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to maintain compliance. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for a GS 07, applicant must have served 52 weeks as a GS 05 or higher grade in Federal Service. To be considered for a GS 09, applicant must have served 52 weeks as a GS 07 or higher grade in Federal Service. To be considered for a GS 11, applicant must have served 52 weeks as a GS 09 or higher grade in Federal Service. This position is developmental and selections may be made at the GS-07, GS-09, or GS-11 entry grade levels. This position will be covered by formal training under the DFAS Career Acclimation Program (DCAP). The purpose of this program is to develop well-qualified, well-trained, high potential employees for future positions within DFAS. Promotion is conditional based on performance, successful completion of training, and availability of higher graded work. Participants who do not successfully complete the program may be separated. Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates will receive priority consideration at the highest grade level for which they have applied and been determined best qualified up to and including the full performance level. This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
