About:
The Idaho Secretary of State serves as Idaho's chief elections officer and oversees the licensing of businesses, trademarks, notaries, and other professions, as well as maintenance and publication of official documents.
The Elections Division ensures Idaho's elections are fair, accurate, accessible, and secure. By maintaining and modernizing the security and integrity of Idaho's election system, our intent is that every voice is heard, and every vote counted properly. The division provides valuable services to voters, candidates, and lobbyists as well as statutorily required training and system certification for all of Idaho's 44 counties.
Description:
This position plays a critical role within the Elections Division. The incumbent coordinates the annual elections conference and regional trainings for election officials in Idaho. It develops and implements a comprehensive training curriculum throughout the state for the 44 county clerks and local elections personnel. The position reports to the Elections Division Manager. Travel to regional training and national conferences is required for this position.
Examples of Duties:
+ Instruction and evaluation:
+ Determines requirements for elections training courses;
+ Researches and analyzes elections training material;
+ Researches and assesses training needs;
+ Establishes training programs' objectives and designs appropriate courses;
+ Develops training material such as text, video, and slides with subject matter experts and develops course outlines and lesson plans;
+ Presents and evaluates training;
+ Monitors to ensure compliance with standards;
+ Develops and conducts regional trainings throughout the state;
+ May develop computer-assisted training courses or produce video instructional courses.
+ Coordination and Administration:
+ Coordinates the annual elections conference;
+ Assist with managing and answering tickets related to elections and the Election Management System
+ Develops a statewide certification program for elections officials;
+ Oversees maintenance of training records and resource library;
+ Coordinates scheduling of training courses and facilities;
+ Coordinates agreements for development and presentation of training by subject matter experts and may coordinate instructor training seminars.
+ Advises and consults with local election trainers
+ Shall work toward obtaining Certified Elections Registration Administrator (CERA) designation.
Minimum Qualifications:
+ Good knowledge of training methods.
+ Some experience interpreting and explaining specialized or complex material to make it understandable for professional audiences.
+ Some experience assessing training needs, developing training objectives, designing and developing curriculum to address those needs and objectives, and evaluating the training.
+ Strong oral and written communication skills.
Desirable Qualifications:
+ Bachelor's or Master's degree in Public Administration, Business Administration, Instructional Design, or related field.
+ Strong knowledge of Idaho election law and local election processes.
+ Active Certified Elections Registration Administrator (CERA) designation.
+ Some experience coordinating conferences.
