*Senior Consultant, Leadership and Employee Development* *The University of Maryland, Baltimore, (UMB), Office of Human Resources*is looking for an experienced, resourceful, and results-oriented*Leadership and Employee Development, Senior Consultant*to design and deliver innovative learning solutions for supervisors, managers, and staff. Under the direction of the Human Resources Employee Learning and Development (ELD) Director, the Senior Consultant, will be responsible for the effective planning, designing, developing, implementing, administrating, and executing leadership, learning, and training programs to support the growth and retention of talent at UMB. This position will ensure all leadership and employee development initiatives are designed to improve employee performance, strengthen organizational capability, and leverage best practices across the organization. The position will actively search, creatively design, and implement effective adult learning principles and methods to educate, enhance, and recognize performance. *Primary Duties:* *Leadership Development * * Designs, delivers, and evaluates training programs that enhance the competencies of employees at all levels to align with the university's strategic efforts. * Develops and prepares training materials including presentations, instructor guides, participant guides, job aids, and learning activities based on adult learning principles. * Utilizes blended learning platforms and learning technologies to enhance the learner experience and application of learning. * Oversees the design and preparation of training materials, develops instructional content, and determines training methodology. * Assists in conducting organizational assessments, diagnostics, consulting/coaching, and develops action plan to address specific to meet individual, department, and divisional needs consistent with Human Resource planning and organizational strategic efforts supporting the University’s strategic plan. * Consults with campus leadership, managers, and supervisors, regarding departmental competencies and performance issues, change management, and process improvement. * Establishes and maintains collaborative professional relationships with departmental personnel, including management, to plan training sessions. *Plan, Assess, Develop, Coordinate, and Implement Learning and Development Solutions* * Conduct assessments and develop action plans to address issues specific to meeting individual, departmental, and divisional needs consistent with Human Resource planning and organizational strategic efforts. * Determine instructional methods such as individual training, group instruction, lectures, demonstrations, conferences, meetings, and workshops. * Provide consultation/coaching for individuals, groups, or teams. * Employ technology to deliver workshops and material including the delivery of in person and eLearning environments. * Develop, revise, and implement custom and standard training curriculum to enhance the competence of employees at all levels for alignment with strategic efforts of the University. * Ensure training materials are based on adult learning development theories. * Support the facilitation of career development activities. *Responsible for Instructional Design* * Map business needs to learning, workforce transitions, career development, competency building, and succession. * Design, create and develop learning solutions to meet needs. * Design training objectives for each program. * Create curriculum-based programs using a variety of formats including video, self-study, workshops, and virtual learning. * Build individual and organizational capability through the design and implementation of impactful interventions. *Measures and Evaluates Programs and Objectives* * Continually monitor and evaluate programs assessing overall effectiveness, utilizing best practices. * Review evaluations of trainings programs, objectives, and accomplishments and modify programs as needed. Incorporate best practices and lessons learned into program plans. * Compile data from attendance reports, training reviews and other sources; analyzes past and current year training requirements as well as tests and records; prepares statistical reports. * Continuously seek and support new approaches, practices and processes to improve the efficiency of training services offered. *Perform other duties assigned.* *Education:*Bachelor's degree in Adult Learning, Human Resource Development, Organizational Development, or related field. *Experience:*Four (4) years of progressive professional work experience in program development, instructional design, or training and development. Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience. In instances where specific education and/or experience is required only directly related education and/or experience may be substituted. *Knowledge, Skills, Abilities:* *Knowledge of:* * Business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources; * Principles and methods for curriculum and instructional design, teaching and instruction for individuals and groups, and the measurement of training effects; * Program development, planning, and administration principles and practices; * Research methods; * Troubleshooting and solving complex program issues; * Adult learning principles. *Skilled in:* * Directing, monitoring, and evaluating talent development programming; * Planning, coordinating, and implementing program components and activities; * Researching, analyzing, and applying relevant information to the development of departmental processes and programs; * Communicating (orally and in writing) information, data, and opinions to inform, influence, conflict management strategies, and/or persuade a wide variety of individuals and audiences; Demonstrating high level of interpersonal and presentation skills. *Ability to:* * Identify the educational and development needs of others to improve their knowledge or skills; * Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; * Define problems, collect data, establish actionable facts, and make decisions using sound judgment; * Build and maintain positive relationships and partnerships both within the University; * Successfully implement the techniques of innovative solutions and the principles of continuous improvement; * Implement the principles of competency-based curriculum development and instructional design; * Successfully lead teams and solve problems in a collaborative environment; * Develop strategies and tactics that reflect University priorities in support of overall College goals. * Ability to demonstrate, understand, apply, and adhere to the UMB Core Values of Respect and Integrity, Well-being and Sustainability, Equity and Justice, and Innovation and Discovery *Hiring Range: $94,000 - $97,000 (commensurate with education and experience)* UMB offers acomprehensive benefits packagethat prioritizes wellness, work/life balance, and professional development, along withadditional exciting perksthat employees can take advantage of.
