PURPOSE:
Develops and Implements strategy for the company's product line and is responsible for the product planning and execution throughout the Product Lifecycle, including gathering and prioritizing product and customer requirements, defining the product vision. This role is the owner and driver of the Care Management teams' strategy and vision, serving as the critical business liaison for the technical fusion teams. Working with Product Owners, IT, and other stakeholders to prioritize product and customer requirements against the business strategy, product roadmap, and value drivers. Partners closely with engineering to ensure we deliver winning products that meet CareFirst and member needs. Oversees the product roadmap development process ensuring it includes the UX, design teams, operations managers, engineering managers, and finance teams. Confirms project deadlines with support from the product owners and delivery team. To ensure the product development stages meet internal and external stakeholders' expectations. Also, provide timely and accurate communication of updates to the product's overall deployment. Reports on product performance using latent and predictive data to confirm that product performance meets high-reliability standards. Ensuring overall product success.
ESSENTIAL FUNCTIONS:
+ Lead the development and execution of the product vision statements for the Care Management portfolio, ensuring alignment with the business goals and strategy of the supporting department. Serve as the business liaison for the technical fusion teams, articulating the strategic need and clinical context for all Care Management initiatives. Drive the Care Management teams' overall strategy and vision, including roadmaps for mobile and web platforms and underlying tools. Ensure all product work aligns to the core platform product journey and communicates the impact these efforts will achieve, specifically detailing how this aligns with our members leading healthier lives. Collaborate closely with other product managers to connect the dots and collectively create a cohesive platform design for Health Services.
+ Defines the product roadmap showing the value derived at each delivery of functionality milestones. These milestones do not dictate architecture; they define features or capabilities, normally documented through business strategy and translation of that strategy into workflows, user stories, or required features. Leads the entire product management life cycletranslates business strategy to be reflected in downstream product processes. Ensure the user stories and business requirements are well developed and support the long-term strategic vision of the department. Ensures all stakeholder's features, requirements, and acceptance criteria support delivery and testing of new products and features. May also manage beta programs and the development of product marketing materials/technical documentation. + Responsible and/or assists with go-to market strategy and launches for new products; facilitates product release with product owners, engineering, sales, supply chain, etc.; educates internal and external stakeholders. Will also develops/delivers product presentations.
+ Facilitates marketing and stakeholder communications for all products including clear ability to translate technical solutions into value proposition.
+ Leverages research market research as inputs into the product roadmap to confirm market demand. Done by gathering feedback from customers and analyzing product landscape, updates existing products and new technologies. .Ensures Product Owners' backlogs incorporates this data in their prioritization processes.
SUPERVISORY RESPONSIBILITY:
Leads a team utilizing a matrix management system.
QUALIFICATIONS:
**Education Level:** Bachelor's Degree in Product Management, Engineering, Information Technology or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
**Experience:** 10 years experience product management and/or product owner experience with a significant focus on Care Management, Population Health, or Clinical Workflow systems.
Preferred Qualifications:
+ Expertise in Care Management tools and platforms, including features and best practices for mobile and web product development.
+ Relevant clinical background or experience in a highly regulated healthcare environment (e.g., payer, provider system).
+ Product Management certification (e.g., Pragmatic Marketing, Certified Scrum Product Owner).
Knowledge, Skills and Abilities (KSAs)
+ Knowledge of Care Management clinical workflows, tools, and regulatory requirements (e.g., utilization, disease, case, and behavioral health management).
+ Proficient in project planning and life cycle development.
+ Excellent communication skills both written and verbal.
+ Proficient in Agile methodologies, principles, and procedures.
+ Ability to use Product KPIs and business metrics to optimize the product.
+ Ability to recognize, analyze, and solve a variety of problems.
+ Ability to analyze, organize and prioritize work while meeting multiple deadlines.

+ Certified Product Manager (CPM)-AIPMM
+ Certified Product Marketing Manager (CPMM)-AIPMM
Salary Range: $125,840 - $224,939
