The Division of Administration/Office of Technology Services has a vacancy. This job title has an assigned pay grade of TS-318. This position is located in the Strategy, Planning and Administration Section. Req. 213250
The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
This position provides strategic planning, data governance, enterprise metrics programmatic support, legislative tracking, and DR/BCP management for the Office of Technology Services (OTS). This position reports directly to the Enterprise Data Analytics Director (i.e., an IT Statewide Director 3). All duties require a high level of independence performed with minimal supervision. The scope of responsibilities represent complex cross-functional and interdisciplinary responsibilities that impact all divisions of the Office of Technology Services.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
+ Overseeing the state’s capital construction program
+ Working to provide state and federal grants for community development
+ Development of the state budget
+ Providing technology services
+ Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
+ Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Six years of experience in information technology; OR
Six years of full-time work experience in any field plus four years of experience in information technology; OR
An associate's degree in information technology plus four years of experience in information technology; OR
A bachelor’s degree plus four years of experience in information technology; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus three years of experience in information technology; OR
A master's degree plus three years of information technology experience.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
Strategic Planning & Data Governance/Quality:
• Participates in the creation of the multi-year IT strategic plan for the Office of Technology Services.
• Obtain and evaluate data to measure the alignment of OTS operational activities with strategic goals.
• Conduct research for benchmarking OTS performance against peer states and industry best practices.
• Collaborate with KPI Owners and Data Stewards to ensure the accuracy and timeliness of data for assigned KPIs.
• Assist the Director of Enterprise Metrics in maintaining the Enterprise KPI Catalog, including documenting new metrics and modifying existing ones.
• Support the development and maintenance of data extraction, transformation, and loading (ETL) processes that feed the Business Intelligence (BI) platform.
• Work with data owners to establish safeguards to ensure the technical accuracy and validation of data flows from source systems to the BI platform.
Enterprise Metrics Program Support:
• Support the development, maintenance, and enhancement of all tiers of performance dashboards (e.g., Executive Strategic, Operational Health, Public Transparency), ensuring alignment with the Enterprise Metrics Framework.
• Assist in the collection, organization, analysis, and dissemination of key performance indicators (KPIs), strategic outcome indicators (SOIs), and operational metrics (OMs) from various source systems (e.g., Ivanti, LaGov, etc).
• Promote data literacy and a culture of continuous improvement across OTS.
• Built internal capacity with service owners to generate regular reports and dashboards (e.g., operational stand-up reports, service performance reviews, and quarterly strategic reviews) to support on-going evaluation of lines of service.
• Contribute to training materials and deliver training sessions to KPI Owners and managers on interpreting dashboards and utilizing performance data.
• Support the formal cadence of performance review meetings by preparing materials, facilitating discussions, and documenting action items.
• Prepare narrative summaries and actionable insights to accompany data visualizations, supporting decision-making by the Director of Enterprise Analytics, CIO, and other stakeholders.
• Assist in the preparation of content for strategic/operational/public dashboards to present data clearly and understandably for diverse audiences.
Legislative Tracking
• Reviews every proposed legislative instrument to determine potential impact to OTS, the Division, or our customer agencies IT systems.
• Coordinates the preparation of legislative fiscal impact statements relative to information technology on proposed legislation.
• Works with OTS and agency stakeholders to document compliance requirements.
• Promulgates all OTS’s rules that are published to the State Register that become necessary due to legislative actions that affect Information Technology that apply to OTS, the Division or the in-scope agencies under our jurisdiction. Prepares all required draft legislation on behalf of OTS and the Division for IT related matters.
Disaster Recovery and Business Continuity Planning
• Prepares OTS’s Business Continuity Plan. Works with the executive and OTS business unit leadership to help them document their critical processes, vital records, operating procedures, alternate work locations and equipment needs to ensure the unit’s most critical functions continue in the event of a disaster that affects primary work locations.
• Responsible for updating OTS’s portion of the Division’s Emergency Management Plan (EMP) plan. Compiles the final plan for distribution during an emergency.
Perform other duties as directed.
