    This position is located in Tallahassee

     

    Serve as the Administrative Services Manager supervising professional staff across the bureau’s core functions, ensuring collaboration, accountability and high performance. The employee will provide strategic leadership, oversight and direction for the Bureau of Policy, Communications, Learning and Development and the Florida Rehabilitation Council (FRC) staff within the Office of the Director. The bureau is responsible for the development, coordination, and implementation of statewide policy, staff and providers learning initiatives, internal and external communications and advisory council support to ensure the Division’s mission of assisting individuals with disabilities obtain competitive integrated employment and assurance of fiscal accountability.

     

    Responsible for displaying professionalism and engaging in professional development while fostering and maintaining a positive, healthy and productive work environment. The incumbent must provide clear direction and expectations to their subordinates. The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions. The employee must exhibit initiative and drive to ensure compliance in all federal and state and policy mandates. The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.

     

    This is independent work providing management and oversight within the Office of the Director to improve management capabilities and operational procedures. Develops and implements operational and administrative goals and objectives relevant to the division's programs. Directs, oversees, reviews and approves actions taken by all units within the Division of Vocational Rehabilitation. Plans and directs the Division’s' strategic planning, operational and administrative activities.

     

    Responsible for assuring that each operational unit of the bureau engages in training and cross training activities to maximize the skills and capabilities of bureau employees within each unit. The incumbent must communicate with, motivate, and lead their teams with professionalism, expertise and accountability.

     

    Responsible for making hiring recommendations as well as disciplinary recommendations.

     

    Policy

     

    Responsible for directing the development and review of federal and state regulations, policies and procedures governing Florida’s Division of Vocational Rehabilitation. The incumbent will oversee the policy unit ensuring compliance with all federal and state mandates that govern the VR program to include policies and standard operating procedures. The employee serves as an advisor to the Division’s Executive Management Team in the development of the Division’s operations and compliance procedures and systems as well as assist the Deputy Director with special projects involving new ITNs, RFPs, cost allocation, as well as ad hoc requests from the Department and programmatic/operational compliance related issues.

     

    Learning and Development

     

    R\sponsible for the implementation and translation of DVR policy into operational standards, the development of systems to accomplish standards, and the review of operational performances to ensure standards are met. Provides analytical work involving an independent, objective assurance and consulting activity designed to add value and improve the organization’s operations by bringing a systematic approach to evaluate and improve the effectiveness of management, control and governance processes. The incumbent coordinates activities with the DVR Director and the Bureau Chiefs of Operations and Support, Field Services, Program Development and Assistance, Contracts and Vendors. Develop Policy and Procedure manuals for the Bureau of Operations and Support, DVR IT.

    FRC

    The incumbent will provide oversight of FRC staff ensuring the facilitation of regularly scheduled committee meetings, administrative support to council members, membership, annual reporting, strategic planning and stakeholder engagement.

     

    Communications

     

    Responsible for coordinating all state and federal audit reviews and required responses to all audit findings. Coordinates audits, reviews and investigations conducted by outside regulatory bodies such as the Rehabilitative Services Administration, Office of Program and Policy Analysis and Governmental Accountability, Social Security Administration and all appropriate Inspectors General. Develops working papers and other supporting documentation to ascertain that conclusions, findings and recommendations are properly documented and supported

     

    Performs related duties, as required to include additional duties as deemed necessary.

    Knowledge, skills and abilities, including utilization of equipment, required for the position:

    + Knowledge of the public vocational rehabilitation program and the federal regulations that govern the program.
