SUNY Empire is currently accepting applications for the position of Executive Director of Budget, Financial Planning, and Analysis. Reporting directly to the Vice President for Administration and Finance, the incumbent will provide strategic leadership in the areas of budget development, resource allocation, and financial planning for the university.
The Executive Director will be responsible for ensuring that financial resources are effectively aligned with institutional priorities, overseeing the development and management of the operating and capital budgets, formulating long-term financial strategies, conducting comprehensive financial analyses, and leading a team to execute these functions.
Primary responsibilities include:
+ Develop and implement comprehensive long-term financial strategies and resource allocation plans to support the university's mission and goals.
+ Lead the university's annual $100M+ operating and capital budget processes, ensuring they are data-informed, transparent, and aligned with strategic plans.
+ Manage the preparation of all budget justifications and submittals including reporting for all funds (state, IFR, SUTRA, Research Foundation and Empire State University Foundation).
+ Maintain controls in the administration of approved budgets, and review and submit requests for changes.
+ Analyze financial data, monitor spending, prepare forecasts, and report on financial performance and outcomes to support decision-making.
+ Develop, maintain, and enforce budget policies and procedures to promote accuracy, consistency, and compliance with relevant standards and regulations.
+ Promote a culture that coaches non-financial faculty and staff to understand the budgetary process and provide guidance on fiscal planning.
+ Strategic partnership with various campus leaders, providing outreach and support to the Provost, Vice Presidents, Deans and Directors on complex fiscal planning matters and translating academic programs into financial dimensions, including the development and application of fiscal standards of measurement.
+ Serve as a key liaison with academic and administrative leaders, deans, and other departments to ensure alignment and collaboration on budget and resource matters.
+ Manage and lead a team of financial professionals, providing guidance and oversight for various financial functions.
Job Requirements:
Required Qualifications:
+ Bachelor's degree from an accredited institution in Business Administration, Accounting, or related field.
+ A minimum of seven years of progressively responsible professional experience in departmental management, financial and cost modeling, and budget administration within an organization or institution with an operating budget of $50 million or greater.
+ Demonstrated ability to analyze complex financial data, develop solutions to problems, and present clear, actionable recommendations.
+ Evidence of success functioning in a complex, high-demand environment while managing multiple priorities simultaneously.
+ Proficiency in financial systems, including extracting data, writing complex queries, and producing meaningful reports.
+ Evidence of excellent written, oral and interpersonal communication skills.
+ Advanced proficiency in Excel, Word, PowerPoint, and Adobe applications.
Preferred Qualifications:
+ Terminal degree in Business, Finance, or a related discipline.
+ Experience with higher education budget and finance, including strategic planning, accreditation (Middle States Commission on Higher Education), and long-term financial planning.
+ Demonstrated knowledge of legislative and regulatory processes impacting public institutions and affiliated entities (e.g., Foundations).
+ Proficiency in advanced financial analysis tools, such as SUNY Business Intelligence.
+ Experience developing and/or maintaining complex academic fiscal models (e.g., academic program revenue/expenditure projections).
Special Information:
+ This position is located in Saratoga Springs, NY.
+ Occasional travel may be required to fulfill department and university-wide commitments.
+ Applicants must be currently authorized to work in the United States on a full-time basis. VISA sponsorship is not available for this position.

Rank/Salary: Management/Confidential / $93,697-$118,299, dependent upon experience and qualifications.
