    This is a highly responsible, professional position held in the Regional Family Safety Program Office, requiring extensive knowledge of the dynamics of child abuse and neglect, laws rules and applicable policies that guide practice, as well as work experience in child welfare programs.

     

    The incumbent must have the skills needed to provide Human Trafficking and Missing Children training, review investigations, review and analyze data obtained through reviews to address complex management and systemic problems and formulate recommendations for the effective solution of these problems.

    Specific duties and responsibilities of the position include:

    + Enhances the quality of communication between DCF, Community Based Care providers, the Department of Juvenile Justice, the criminal justice system, and all levels of law enforcement to improve collaborative relationships between these agencies on issues related to child safety and well-being.

    + Ensure that a sense of urgency is brought to all Department and Community Based Care Providers regarding the issues that require law enforcement assistance, particularly those involving missing children. Also, to ensure that the immediate and long-term needs of law enforcement are met by the Department and CBC Providers to foster and develop solid working relationships between social service providers and law enforcement throughout the state.

    + Identifies concerns and makes recommendations regarding any educational training, policy, procedure, administrative and legislative actions which should be undertaken to enhance the ability of agencies within Florida in recovering children reported missing and human trafficking.

    + Provides technical assistance for the Department and CBC Providers on issues related to reporting and locating missing, exploited, abuse, neglected, and abandoned children.

    + Serve as point of contact on issues involving missing children, human trafficking, including reporting process and investigative assistance, for the Department, CBC providers, local law enforcement, school systems, runaway shelters, and the community, within the designated Region.

    + Conducts regular reviews of Department records related to missing child cases.

    + Regularly reviews targeted missing children’s cases, especially those involving abductions, including review of recovery efforts being made in accordance with FAC 65C-30.019, and Department CFOP 175-85.

    + Conducts quality reviews of missing children. Reports processes utilized within the Region to assure effectiveness and compliance with appropriate rules and regulations.

    + Analyzes data to identify trends and issues regarding missing children within the Region. Identifies issues and makes recommendations to improve policies, practices, and collaboration regarding missing children.

    + Serves as the point of contact for the DCF Headquarters Missing Child Location Unit.

    Knowledge, Skills and Abilities:

    Experience with instruction or training

     

    Experience with public speaking

     

    Knowledge of learning management systems

     

    Planning and organizing

     

    Presentation, facilitation and coaching skills

     

    Operational experience in child protective investigations

     

    Ability to collect, evaluate and analyze data and information

     

    Report writing skills and experience

     

    Knowledge of and experience in working cooperatively with community agencies and Law Enforcement

     

    Proficiency in computer skills and other systems used to record and track information and data

     

    Proficiency in the Department's child protection and child welfare information system.

    Minimum Qualifications:

    Bachelor’s degree

     

    Current/Active Child Protection Certification from the FCB

     

    Minimum 3 years of child welfare experience must include child protective investigations

     

    Must maintain an active/valid driver license

     

    Must be able and willing to travel throughout the Region as required

     

    Must be a subject matter expert in Florida's Child Welfare Safety Practice framework/model

     

    Must be proficient in Excel, Word, PowerPoint

     

    Must have documented training experience

    Preferences:

    Certified Child Welfare Professional
