    UW Facilities manages the University’s buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. The Asset Management group includes Capital & Space Management, Real Estate, Sustainability and other teams responsible for planning and workload management. The Operations group includes Project Delivery, Maintenance & Construction, Campus Energy, Utilities & Operations, Building Services, Transportation Services and Safety. Supporting these groups are the Business Intelligence & Information Technology group and the Finance & Administration group.

     

    Campus Energy, Utilities & Operations has an outstanding opportunity for a** **WCUP (** **West Campus Utility Plant)** **and Distribution Utilities Manager.

     

    This position is responsible for managing the regulatory compliance and operations and maintenance programs of the West Campus Utility Plant and campus utility distribution systems at the University of Washington.Additionally, under the general guidance from the Assistant Director, this position initiates policy and procedures in stewardship over these programs to optimize campus utilities to affect a reliable, safe, and efficient use of university resources devoted to the operational systems of the West Campus Utility Plant and campus utility distribution systems. This position also has responsibility for strategic planning and continuous process improvement programs within Campus Energy, Utilities & Operations (CEUO) and working with other department managers to ensure success of departmental initiatives and strategies. Additionally, this position is responsible for assisting in developing and coordinating capital improvement programs for the West Campus Utility Plant and campus utility distribution systems.

     

    Primary Duties and Responsibilities

     

    Program Operations

     

    Develop, implement, and manage program requirements for managing and directing the operations and maintenance programs for the West Campus Utility Plant (WCUP) which provides district cooling, emergency power, and future hot water heating as well as campus utility distribution systems including the utility tunnel network and the distribution heating and cooling systems. Analyze and evaluate information and situations, problem-solve, make decisions, and conceptualize. Responsible for continuous and reliable 24 hours per day/7 days a week operation of the West Campus Utility Plant (WCUP) and campus utility distribution system. Provide supervisory duties of the shops that perform operations and maintenance of the West Campus Utility Plant (WCUP) and campus utility distribution systems. Communicate with, work closely and collaboratively with the Central Power Plant (CPP) manager as well as their operations and maintenance staff to ensure reliable operations and good communication between all Campus Utilities departments. Provide leadership using LEAN management principles. Promote employee engagement in continuous improvements and innovation. Engage in strategy development and planning as a member of the management team. Develop program requirements and independently interpret and define the scope of governmental mandated tasks for the University and be responsible for working with state and local regulatory agencies to ensure proper compliance of program elements. Provide safety compliance and training. Gather and prepare a variety of data and metrics for reports using Microsoft operating systems and software, which would include Microsoft Word, and Excel. Utilize data analytics packages such as SkySpark by SkyFoundry, Tableau, and Aveva Pi. Work with outside agencies, regulatory authorities, engineers, consultants, peer institutions, city and state officials, and campus departments in addressing daily objectives.

     

    Safety

     

    Be a safety leader in developing, supporting, and overseeing shop-specific safety programs such as Group Lock-Out/Tag-Out and operational Standard Operating Procedures (SOP's) that lead to safe and reliable operations. Know and ensure that assigned staff comply with occupational health and safety regulations that apply to work actions and conduct on the job, including Safety Data Sheet (SDS) instructions, and the use of personal protective equipment whenever required. Perform routine safety audits of the crews this position oversees. Participate in all required safety training.

     

    Personnel

     

    Responsible for the overall supervision, development, and management of assigned staff. Supervision includes selection, training, acting upon leave requests, reviewing and approving time cards, performing annual performance evaluations, and implementing corrective action as needed. Assess employee performance, providing feedback necessary to meet performance standards. Address and resolve employee performance and behavioral issues. Conduct and/or participate in fact findings. Develop strong credibility with subordinates, understand different personalities and traits, recognize and address signs of employee concerns while molding a cohesive team. This includes having self-awareness, listening, giving feedback and assessing performance, understanding and valuing diversity, developing and coaching staff, effectively implementing the hiring and selection process, and preventing and resolving conflicts.

     

    Coordination and Compliance

     

    Develop operational programs to ensure regulatory and code compliance and set procedures for operating strategies and standards. Provide oversight of technical issues to ensure continuous regulatory compliance and accreditation of campus departments. Positively support all management directives and actively promote the purpose and foundational values of Campus Energy, Utilities & Operations. Ensure adherence to Campus Energy, Utilities & Operations protocols, and all University and UW Facilities policies and procedures, including the Facilities Leadership Standards. Implement and administer various contracts to meet regulatory requirements. Utilize strong customer service skills and communicate with campus clientele and building occupants regarding status of problems/repairs and meet with building coordinators and other clients on a regular basis to ensure services are meeting expectations.

     

    Budget/Financial

     

    Analyze system needs, assess capital and utility system renewal needs, develop operating and capital budgets; review problems and recommend corrections to improve systems and reliability. Develop these budgets with the guidance and support of the Assistant Director and the overall strategy of Campus Utilities.

    Education & Experience

    Required

    + Bachelor’s degree in engineering, or related field.

    + Five years of direct experience in utility plant operations and maintenance, including lead or supervisory experience.

    + Must have strong technical knowledge of utility generation equipment including large chillers, diesel generators, boilers, and/or turbine generators.

    + Must have excellent oral and written communications and strong customer relations skills, including the ability to resolve conflicts and solve problems in complex and sensitive situations with diplomacy.

    + Must have strong leadership and communication skills.

    + Must have working knowledge of safety codes and training requirements.

    + Must be a strong team player who is able to work closely with senior management and multiple skilled trades personnel.

    + Must be able to listen and learn, adapt to new technologies, be flexible when situations change, and possess the ability to work in an ambiguous environment.

    + Must have a valid Washington State Driver’s License.

     

    Equivalent education/experience will substitute for all minimum qualifications except where there are legal requirements, such as a license/certification/registration.

    Desired

    + Five years of experience in the successful operation, maintenance, and engineering of complex institutional or commercial facilities and/or infrastructure systems, including experience in leadership of skilled trade workforce.

    + Experience in operations and maintenance of complex utility plants and utility distribution systems, including water chilling systems, boiler systems, feed water systems, diesel generation systems, metering systems, plant auxiliary equipment, steam utility distribution systems, medium voltage distribution systems, and other associated utility distribution systems.

    + Experience working with power plant operating engineers and personnel to support reliable operations.

    + Experience in management and supervisory experience and skills including personnel administration, fiscal management, project design and management, computer applications, and technical report writing.

    + Progressive responsibility in management and supervisory experience and skills, including personnel administration, fiscal and budget management, project design and management, computer applications, and technical report writing.

    + Extensive technical knowledge of multiple skilled trades including control technicians, electricians, machinists, and steamfitters.

    + Experience working in a complex academic and research institution, with specific experience in the operations and maintenance of academic and research institutional facilities and providing continuous, reliable utility service to a large research institution with medical facilities.

    + Experience with institutional/governmental/public works projects, personnel management and leadership.

    + Experience with providing utility service to a large research institution with medical facilities.

    + Demonstrated leadership abilities, effective management skills, and the ability to work effectively in a complex and diversified organization.

    + Strong troubleshooting skills.

    + Ability to resolve personnel conflicts and issues.

    + Experience working with computer applications including spreadsheets.

    + Experience with centralized computerized process control systems.

    + Experience working with methods, tools, and equipment used in the mechanical, electrical, and/or building trades.

    + Fully conversant with Confined Space Entry and Lock Out/Tag-Out Programs.

    + Working knowledge of safety codes, and environmental regulatory requirements.

    + Working knowledge of proper hazardous material handling and disposal.

    + Experience in strategic planning, LEAN process improvement culture, initiatives and process improvement programs.

    + Applicable steam engineering license.

    Conditions of employment

    + Must be able to work in mechanical/electrical spaces without assistance, including utility tunnels, confined spaces, and operating equipment such as boilers, turbines, fans, pumps, and transformers. Must be able to climb vertical ladders and work at heights.

    + Must be able to work independently and respond to emergencies 24 hours a day, 7 days a week.

    + Must be able to work beyond 40 hours per week as routine recurring workloads, seasonal peaks, and deadlines require.

    + Must be able to work outside normal and regular business/office hours and working days to fulfill responsibilities of this position.

    + Demonstrated ability to efficiently and effectively travel locally to alternate work sites as needed.

     

    Compensation, Benefits and Position Details

    Pay Range Minimum:

    $148,800.00 annual

    Pay Range Maximum:

    $168,288.00 annual
