This position exists to receive, analyze, interpret, and process all commitments to the Commissioner of Corrections in accordance with present and historical Minnesota Statutes, Minnesota Sentencing Guidelines and Commentary, case law, and Department of Corrections (DOC) policies and procedures, and disseminate sentencing information to stakeholders both inside and outside of this agency. This position will determine offender identity; administer, calculate, and audit commitments and sentences derived from any court of law; and process all subsequent sentence adjustments. This position will work in collaboration with various departmental personnel, outside agency criminal justice business partners, and review numerous criminal justice data systems to synthesize, interpret, and determine the overall intent of court orders, and departmental adjustments to ensure the intent of all orders and adjustments are followed and offenders and stakeholders are provided correct release dates.
To promote a culture of flexibility, the DOC offers staff a hybrid work environment that varies by team, position, and business needs. This position is subject to state teleworking policies requiring 50% in office for employees living within 50 miles of DOC's Central Office - St. Paul. Completion of a telework agreement will be required. Teleworking employees are required to live in Minnesota or a bordering state in a county along the Minnesota state line.
Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.
Two years of experience in corrections, criminal justice, or law enforcement that emphasizes analysis of documents and federal and state law related to criminal cases and/or sentences.
Knowledge of:
+ Criminal justice terminology.
+ District court processes and procedures.
+ Minnesota statutes and court documents related to criminal cases and/or criminal records.
Skill in:
+ Analysis sufficient to interpret all court-ordered documents, make quick decisions regarding inconsistencies and/or inaccuracies and independently solve problems such as obtaining proper documentation and accurate information.
+ Typing/keyboarding sufficient to complete a variety of documents and letters.
+ Basic math sufficient to calculate sentences and review sentence calculations for accuracy.
+ Data entry and database management sufficient to enter information into systems and databases accurately.
+ Interpersonal communication and human relations sufficient to communicate clearly and accurately both orally and in writing with a variety of stakeholders.
Ability to:
+ Properly obtain, examine, interpret, and process information from a variety of criminal justice and court management systems.
+ Establish and maintain effective working relationships with professional and administrative staff within the DOC, outside criminal justice entities, and court personnel.
+ Provide training and guidance to other Records staff.
+ Obtain certification as a Criminal Justice Information System (CJIS) terminal operator within the probationary period.
Preferred Qualifications
+ Experience using the Correctional Operations Management System (COMS), specifically, construction decisions such as MN court sentencing and sentence adjustments, progression entries and amendments, and knowledge of the criminal record module.
+ Experience using one or more of the following systems: CJIS, Correctional Operations Management System (COMS), Odyssey, Statewide Supervision System (S3), Bureau of Criminal Apprehension (BCA) Criminal Justice Statute Service, Minnesota Appellate Courts tracking service, or Court Message Manager (CMM).
+ Experience using the Minnesota Judicial Branch website or Office of Statutes website to research laws and statutes.
+ Current certification as a CJIS terminal operator.
+ Knowledge of DOC policies related to adult sentencing.
+ Knowledge of appellate court processes, procedures and documents.
+ Knowledge of county jail processes, procedures, and documents sufficient to obtain an accurate and complete summary of all credit for time served to properly adjust sentences.

Additional Requirements
The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.
New employees will be fingerprinted within the first 30 days of employment.
