Test Equipment Engineering is looking to hire a Test Equipment Engineering Outsourcing Strategy Lead for programs based in **Tucson AZ** .
The Test Equipment Engineering (TEE) team Hardware Discipline Directorate is a multi-discipline organization responsible for developing advanced windows application solutions for all Raytheon products. We are hands-on, designers using the latest technology and tools, and integrating state-of-the-art test solutions with the most advanced engineering systems in the world. TEE products are in engineering labs, in the field, and in production environments utilized for weapon system products. TEE supports job opportunities across all phases of the engineering lifecycle, including demonstrations, early engineering tests, design verification tests, production, and post-production sustainment.
The TE Outsourcing Technical Lead role is a Technical Fellow position and is strategic in supporting key activities within a Munitions Acceleration program’s lifecycle, such as pursuit, development, execution, and sustainment of third-party vendors supplied Test Equipment solutions. The primary responsibility of the role is to direct and manage the activities between RTX and Subcontractors/Suppliers obtaining optimum product/services in terms of costs, quality, and delivery, in accordance with approved business/subcontracting plans, while ensuring compliance with Company/Government policies and procedures. This role will have the opportunity to Develop and execute transformational initiatives to create operational discriminators in test solutions
What You Will Do:
+ Ability to provide expert technical leadership to a multidiscipline team performing design, integration, and validation of Raytheon Effector test products within the Test Systems Solution Center
+ Communicate/Share Program technical requirements and specifications to suppliers; Coordinate/Support supplier engagements related to capability, capacity, opportunity, and risk.
+ Assist in driving the execution of the subcontracting effort to establish the overall subcontract plan, proposal review criteria, analysis, and evaluation of proposals
+ Support the identification and mitigation of vulnerabilities within the supplier’s performance.
+ Leading the definition of test environment architectures, providing technical leadership during all stages of outsource test systems development to support missile products test with an emphasis on manufacturing optimization and affordability
+ Manufacturing solutions across multiple Raytheon product lines and associated programs
+ Work with and through other engineering functions and will be accountable for the technical test solutions through the entire development lifecycle
+ Developing the strategies and architecture frameworks for all phases of the development of highly complex test systems which include automation, robotics, closed loop industrial motion, data acquisition and measurement science capabilities to provide metrology and tactical interfaces which integrate to test highly complex Units Under Test (UUT) at different levels of assembly up to final weapon configuration
Qualifications You Must Have:
+ Typically requires: A degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 12 years prior relevant experience, or an Advanced Degree and minimum 10 years experience.
+ Minimum of 12 years’ experience with engineering design work in complex test system design and aerospace related test system architectures
+ Patents, Papers and/or Publications in related technical field.
+ Experience in large scale engineering development and production manufacturing test systems.
+ Experience in various environments to define technical strategies and execution in response to technology growth.
Qualifications We Prefer:
+ Leadership experience in a cross-functional environment, resolve conflicts, prioritize and manage ambiguity.
+ Expert ability to clearly, concisely and effectively communicate complex technical information with written and verbal communication skills.
+ Experience with a variety of RF and Electro-Optical architectures and components
+ Experience with test and measurement of RF/EO circuits and devices, common RF/EO test equipment (ex. Spectrum Analyzer, Network Analyzer, Power Meters, etc.), and RF/EO component / system integration

The salary range for this role is 160,000 USD - 322,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
