    About the Role

     

    The Port Authority of New York and New Jersey (PANYNJ) is a bi-state public agency operating some of the busiest and most important transportation links in the New York/New Jersey region, including The Port Authority Trans Hudson Corporation (PATH), the primary transit link between Manhattan and New Jersey communities and suburban commuter railroads.

     

    The Office of the Chief Safety Management Officer (CSMO) plays a vital role in furthering the mission of the Port Authority by ensuring the workplace meets all occupational health and safety legal expectations and actively supports the highest quality occupational health and safety programs to ensure the safe movement of the Port Authority’s customers, partners, employees, and stakeholders every day. Safety Management Office, within the Chief Safety Management Office, maintains and develops safety, fire protection, occupational health, and public health programs and policies for the PANYNJ.

    Responsibilities

    + Under the direction of the Operations System Safety Manger, the selected candidate will be responsible for developing, administering, and evaluating Safety Management programs and services agency-wide while overseeing agency compliance with federal, state and local standards, codes and regulations.

    + The Supervising Safety Engineer will direct and supervise professional and technical staff proactively performing facility safety assessments, compiling, and monitoring safety statistics, evaluating safety equipment, advancing the agency’s Safety Coordinator Program, participating in facility emergency exercises / drills, responding to safety incidents requiring investigation, performing safety plan reviews, researching best practice safety programs, providing guidance and recommendations for safety solutions, and staffing the Emergency Operations Center during activations, as required.

    + The Supervising Safety Engineer must be willing to learn and become proficient in the use of safety software / technology initiatives managed by the Safety Management Office and use these tools to develop and track injury mitigation and safety initiatives.

    + The Supervising Safety Engineer will participate in internal and external meetings, join committees and working groups to represent the interests of the Safety Management Office; assist with the development of organizational metrics, performance reporting, project management and continuous business improvement initiatives; the development of key performance indicators for staff and provide status reports showing program and project progress; establish and monitor performance goals and objectives and guide and manage staffand their work performance through the organization performance management system aligned with the agency goals and department objectives, and develop staff through on-the-job training opportunities and attendance at appropriate training courses.

    + The Supervising Safety Engineer may act as a principal investigator for the department and respond to or coordinate staff response to incident sites and establish the chain of events immediately preceding the incident and formulate a safety analysis / investigation; act as the liaison and collaborate with Agency partners and stakeholders on incidents and accidents involving Port Authority, tenant, and contract staff; and act as the liaison with OSHA and other governmental entities on incidents and accidents which take place involving the Port Authority, PATH, and other Agency stakeholder.

    + The Supervising Safety Engineer may be required to present investigation findings, attend depositions and liaise with various stakeholder departments such as Law, Treasury and Office of Medical Services.

    + This position requires frequent travel, communication, and coordination with all Port Authority facilities, both during business and non-business hours.

    Minimum Qualifications

    Candidates must present the following qualifications to be considered eligible for this position:

    • Bachelor’s degree in safety management, occupational health or other related field from an accredited college or university or minimum fifteen years’ experience in safety management in a transportation environment

    • Deep knowledge of safety standards and regulations, such as OSHA, NFPA, FTA, FAA, FRA, USCG, FMCSA, NHTSA, FEMA, etc.

    • Experience leading and working in a safety management system program.

    • Ability to perform hazard and risk assessments in diverse transportation operations

    • Experience in conducting safety incident investigations, perform root cause analysis, causal and contributing factors and develop recommended corrective actions. Ability to use reporting tools for tracking, trending and analysis.

    • Ability to lead and manage a team of safety professionals in a dynamic 24/7 transportation environment.

    • Applicants must possess a valid driver’s license.

    Desired Qualifications

    Ideal candidates will present the following profile:

    + Practical construction and transportation safety experience.

    + Demonstrated experience with local NY & NJ codes and regulations.

    + Experience with authority having jurisdiction (AHJ) agency.

    + Demonstrated experience in developing and implementing safety programs at different management levels

    + Experience in facility operations and ability to interact with staff at all levels.

    + Demonstrated ability to supervise staff and teams.

    + Demonstrated leadership, problem solving and conflict resolution skills.

    + Demonstrated ability in setting priorities, coordinating activities, delegating tasks and meeting deadlines.

    + Excellent verbal and written communication skills, and presentation skills.

    + Demonstrated ability to prepare comprehensive and concise reports and presentations for executive level leadership.

    + Credentials such as Certified Safety Professional (CSP), Associate Safety Professional (ASP), Certified Industrial Hygienist (CIH), or equivalent not required but considered a plus.

    + Working knowledge of occupational health and industrial hygiene.

    + Ability to interpret regulations and prepare safety programs and reports to ensure compliance with regulations.

    + Demonstrated experience in problem solving and project management.

    + Demonstrated ability to take initiative, multitask and work independently to complete tasks

    + Demonstrated ability to critically analyze incident and accident reports and conduct investigations to determine causes, and corrective actions to prevent recurrence.

    + Demonstrated computer skills with proficiency in Microsoft Office Suite.

    + Experience using and applying technology for statistical analysis, and graphical/visual presentations using Microsoft and other safety related technologies and software.

    + The successful candidate will be subject to a comprehensive background check, must pass a fingerprint based on criminal history records check in order to obtain an airport Security Identification Display (SIDA) credential. The candidate must be able to maintain SIDA credentials throughout your employment in this position.
