    Summary The incumbent in this position serves as a Supervisory Social Worker within Mental Health Service, under the supervision of Section Chief for Mental Health. Develop and implement policies and procedures to ensure provision of high-quality, cost-effective mental health services and management of administrative and programmatic resources. Exercise wide latitude and independent judgment in making decisions affecting staff and resources to achieve medical center goals.Manage programs to meet performance objectives and develop performance monitors. Develop policies, procedures, and/or practice guidelines for the program. Complete data-based quality and performance improvement projects and evaluate effectiveness. Use VA, VISN, and Medical Center data tools to collect, analyze, and improve quality, performance, and service delivery outcomes. Establish service delivery and outcome goals, benchmarks, and corrective actions to meet performance measures. Develop comprehensive Standard Operating Procedures (SOPs) for assigned programs. Ensure staff follow procedures and all relevant VA directives and guidelines. Ensure clinicians provide high-quality mental health care using evidence-based practices and clinical guidelines. Initiate and complete Focused Professional Practice Evaluations (FPPE) and Ongoing Professional Practice Evaluations (OPPE) for assigned employees. Prepare special reports and responses, including, Congressional responses, Briefing papers, Issue briefs, decision papers, and compliance reports. Resolve Patient Safety reports and ensure appropriate follow-up. Address customer service complaints, White House and Congressional inquiries, suspense responses, and other administrative tasks related to assigned programs. Provides clinical consultation on complex, difficult cases, using advanced practice skills and expertise. Work Schedule: Primarily Monday-Friday 8:00-4:30 (evenings/weekends occasionally for outreach events) Recruitment Incentive (Sign-on Bonus): May be authorized for highly qualified candidate Permanent Change of Station (Relocation Assistance): May be authorized for highly qualified candidate Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience. Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Supervisory Social Worker, GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university hat includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:1. Ability to independently organize work, set priorities, and meet multiple deadlines.2. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.3. Ability to ensure provision of clinical social work services by supervised social workers.4. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.5. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.6.
