RESPONSIBILITIES
The Manager of Leave Administration is responsible for managing the agency’s leave programs and processes, ensuring compliance with federal, state, and local laws, collective bargaining agreements, and internal policies.
This role oversees a wide range of leave types—including FMLA, Paid Family Leave (PFL), Short- and Long-Term Disability (STD/LTD), Military Leave, Educational Leave, Childcare Leave, Injury on Duty (IOD), and extended illness cases—while coordinating closely with HR, Payroll, Legal, Operations, and IT to ensure accurate, timely, and compliant administration.
This position manages leave cases from intake through return-to-work, including eligibility verification, documentation, approvals/denials, and communications with employees and supervisors. The role also oversees related compliance programs such as drug and alcohol testing, including scheduling, vendor coordination, invoicing, and audit preparation.
In addition, the Manager ensures proper documentation, records retention, and HRIS data integrity across platforms such as PeopleSoft, Kronos, and ERP systems, serving as a key liaison between business operations and technical teams
Key responsibilities include:
Leave Program Oversight – Manage end-to-end leave processes, ensuring accurate tracking, proper documentation, and adherence to laws, regulations, and collective bargaining agreements.
System Integration & Reporting – Maintain data accuracy in HRIS systems, generate compliance and audit reports, and partner with HRIS/IT on system enhancements that support evolving organizational needs.
Compliance & Audit Preparedness – Ensure documentation, invoicing, and record-keeping meet audit standards; develop and maintain job aids and process guides for leave administration.
Drug & Alcohol Testing Management – Oversee random testing processes, vendor billing, and compliance protocols, ensuring timely communication and policy adherence.
This role functions as a process and program manager, with significant accountability for compliance, accuracy, and coordination across departments .
Because this position involves access to sensitive employee data, maintaining strict confidentiality and exercising discretion at all times are critical to the integrity of the role and the organization.
QUALIFICATIONS
Bachelor’s degree in human resources , Business Administration, Health Administration, or a related field.
Must have a minimum of five (5) years of experience in Human Resources, with a focus on leave administration, payroll, or related functions.
Additional years of experience can be substituted in lieu of education.
Experience in FMLA administration and other leave types such as STD, LTD, and PFL.
Experience with PeopleSoft or other HRIS systems for managing leave cases and data entry.
Experience in compliance and regulatory reporting, particularly related to labor laws, medical leave policies, and union agreements.
Strong knowledge of FMLA regulations and other related leave policies (e.g., ADA, Workers' Comp, STD, LTD).
Expertise in leave tracking and management software, preferably PeopleSoft or similar platforms.
Familiarity with Workforce Integration Manager (WIM) interfaces and able to create and understand reports within the Kronos system, like timesheets, attendance records, labor reports.
Successful track record in design of software systems to meet the current and future needs of a complex transportation organization
Prior experience in organizations where Kronos interfaces with Enterprise Resource Planning systems (ERPs) and Data warehouses
Proficiency in Microsoft Excel and other reporting tools for data management and analysis.
Strong understanding of drug and alcohol testing regulations and the process of maintaining compliance.
Project management skills to handle multiple leave cases, regulatory requirements, and reporting deadlines.
Strong communication skills, both written and verbal, to interact with employees, management, and external stakeholders.
Precision in managing sensitive employees leave data, ensuring compliance, and preventing errors.
Ability to troubleshoot issues related to leave eligibility, tracking, and processing, especially in complex or unique cases.
Ability to provide guidance to HR staff, managers, and directors regarding leave policies and procedures.
Due to the nature of the work, maintaining confidentiality and handling sensitive employee data with discretion is critical.
PREFERRED QUALIFICATIONS
Master’s degree in a related field.
Certification in Human Resources (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP)
Working knowledge of NYC Civil Service Law and Practice
Familiarity with the MTA’s policies and procedures.
Familiarity with the MTA’s collective bargaining procedures.
Knowledge of union agreements and how they impact leave administration.
Familiarity with workers' compensation laws, particularly for managing injury on duty (IOD) cases.
Experience working in a matrixed organization where coordination with multiple departments is necessary.
Familiarity with legal requirements for employee health and safety programs.
