    + Develops and maintains legislative activities of the Office of Public Health (OPH) Bureau of Legislative & Regulatory Affairs (BLRA), including internal and external legislative development and implementation for the Louisiana Department of Health (LDH) OPH; manages internal implementation tracking systems to ensure legislative and regulatory updates are readily accessible.

    + Presents legislative updates to leadership and team members when needed.

    + Analyzes the feasibility, efficiencies, and implications of policies on a regular basis.

    + Assists in preparation and review of legislative session materials, inclusive of briefs, fact sheets, talking points, and other materials relative to public health legislation.

    + Monitors committee hearings, floor debates, and legislative developments.

    + Collaborates with OPH team members to support legislative development and evaluation, ensuring compliance with governmental goals and industry needs.

    + Maintains the legislative sector of the OPH website, ensuring information is up-to-date.

    + Organizes and manages rulemaking activities for the OPH BLRA to ensure compliance with current and future state and federal laws.

    + Revises, processes, files, and transmits rulemaking documents, providing status reports to the Director on a weekly basis.

    + Hosts monthly rulemaking meetings alongside the Director to provide status updates of OPH rules-in-progress, facilitate rule development and promulgation, and offer technical advice/assistance to the OPH rulemaking liaisons.

    + Analyzes legislation, current or pending, to determine whether administrative rule promulgation is required and updates the Director accordingly.

    + Serves as liaison between LDH legal, the State Health Officer, the Assistant Secretary, Deputy Assistant Secretaries, Bureau Directors, and Program Managers to ensure consistency of rules with regard to department goals and objectives.

    + Coordinates rule editing and proofreading (which ensures that a rule complies with content, technical, and format requirements), processing, signing, and required publicizing with agency members in accordance with the Administrative Procedures Act and Louisiana Administrative Code Handbook.

    + Conducts hearings relative to rulemaking proceedings, as needed.

    + Tracks and maintains administrative rule implementation for OPH, corresponding with team members as needed to ensure that administrative rules comply with state legislation.

    + Maintains and updates websites and database, which contain legislative or administrative code content.

    + Serves as lead for OPH constituent response, which includes sending requests to team members and responding to the Legislative & Governmental Relations team.

    + Ensures timeliness of OPH Team submissions to BLRA, inclusive of reports, constituent responses, implementation, and the like, by following up with team members on timelines and anticipated dates of submission.

    + Reviews and revises responses submitted from OPH team members, as needed, to ensure constituent concerns are properly addressed.

    + Other tasks as assigned.

    QUALIFICATIONS

    REQUIRED:

    + Bachelor’s degree, or Associate’s degree plus 3 years of professional experience, or 6 years of professional work experience.

    + Minimum 3 years professional experience working in governmental public health or working with a state/local agency in a legal or policy-making role.

    + Minimum 3 years professional experience conducting statutory/regulatory analysis in a legal or policy setting.

    + Excellent analytical and critical thinking skills; effective organizational and time management skills.

    + Great attention to detail and follow up.

    + Ability to manage projects, assignments, and competing priorities.

    + Proficient in the use of Zoom, Teams, and Microsoft Office, including but not limited to Outlook, Word, and Excel.

    DESIRED:

    + Advanced degree.

    + Minimum 5 years professional experience working in governmental public health or working with a state/local agency in a legal or policy-making role.

    + Minimum 5 years professional experience conducting statutory/regulatory analysis in a legal or policy setting.

    + Minimum 5 years professional experience conducting qualitative research on law and policy.

    + Relevant industry certifications.
