Title: FACILITIES MANAGEMENT SPEC Location: United States-Virginia-Virginia Beach Job Number: 2500034U Job Summary: Responsible for execution of capital investment programs, primarily minor and special renovation projects, procurement of capital equipment, and providing technical support and maintenance management for all Navy Exchange and Headquarters facilities. Acts as primary Headquarters liaison for field facilities representatives. Duties and Responsibilities: - Develops and implements the Facility Capital Improvements Management Program from the annual call for work process. Prepares and disseminates corporate guidance and procedures, including construction standards and available options to attain those standards. Assists the field in executing the program, obtaining ADP and contracts support where necessary. - Establishes a standard automated method of allocating and managing construction funds and resources. Sets and maintains metrics guidelines in support of the program. Provides field support and assistance in automated tracking and reporting requirements. - Develops computerized management information reports and analyses, e.g., financial and statistical trends, schedule and funding updates, progress reports, and other material relevant to NEXCOM capital expenditure programs. Utilizes software applications to develop products and track the workflow of projects. - Assists field representatives with capital budgeting for minor and special projects. Reviews and consolidates field minor and special project requirements, modifying costs, scope, and priorities when necessary, based on corporate guidance and field discussions. Provides recommendations to the Division Director for allocation of capital funds for minor and special projects. Monitors execution of approved minor and special projects, providing technical assistance to the field when required. - Develops narrative language that describes project scope, specifications, and other critical information for incorporation into contract documents following review and approval of the Division Director. Develops detailed descriptions, government estimates, and other contractual language as part of requests for quotations or proposals on assigned emergency and urgent projects. Works with facilities and contracting personnel to provide technical support on projects as required. Ensures the successful execution of work by contractors. Coordinates with external organizations (NAVFAC PWDs, etc.) as required to ensure timely and thorough execution. Provides regular status and progress updates within the contract management application on assigned emergency and urgent projects. - Acts as the primary Headquarters interface for field facilities representatives. Leads efforts to provide coordination updates of the field execution progress of HQ initiatives. Assists in the resolution of field issues both within Code B and throughout other Headquarters departments. - Works under the general supervision of the Division Director. Completed work is subject to review by a supervisor who depends on the incumbent's technical determination for completeness, accuracy, and timeliness, and adherence to policy, procedures, and objectives. Performs other related duties assigned. Qualifications: Requires a total of seven years of experience in any combination as indicated below: GENERAL EXPERIENCE: Three years responsible experience which provided the applicant with a knowledge of general maintenance/renovation concepts and facility operational systems; material take off and renovation project scheduling procedures; property management practices and procedures including budget and report preparation, or practical experience in trade, craft or maintenance work incorporating operation, maintenance, and repair of a variety of operating equipment, buildings, utility systems, etc. General experience consisting of routine duties that did not require technical knowledge or judgment is not considered qualifying. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: One year of directly related academic study above the high school level or 36 weeks of completed study in a business school or technical training institute may be substituted for nine months of experience, up to a maximum of a four-year bachelor's degree for three years of general experience. AND SPECIALIZED EXPERIENCE: Four years of progressively responsible experience which provided a background in the coordination of construction/renovation projects, cost estimating and procurement of construction/renovation projects materials; knowledge of commercial facilities planning including accepted drafting practices and principles; development of floor space, utility and equipment layouts with optimum space utilization; compiling interior design packages and providing technical assistance, or similar work that demonstrated the level of work for the position.
