The Tort Recovery Unit (TRU) is in the HCIA (Health Care Integrity and Accountability) division. The primary purpose of this position is to supervise the TRU team and their work. TRU exists to assure that Medicaid is the payor of last resort in those cases where a third-party is liable to reimburse for medical expenses paid by DHS. _The tort recovery unit identifies, investigates, and recovers third party funds for cases in which Medical Assistance (MA), General Assistance (GA), Minnesota Family Investment Program (MFIP), or MinnesotaCare funding was used to pay for injuries covered or partially covered by Workers’ Compensation (WC), No Fault Auto, Third Party Insurers, or in response to associated legal proceedings._
_The TRU Supervisor is the subject matter expert for the staff on the processes for tort and workers’ compensation subrogation to ensure that DHS’ interest is asserted in litigation. The TRU Supervisor is responsible for the process and outcomes for over 3,000 active cases per year impacting over $3-7 million in Medicaid and subsistence funds (MFIP, GA, GRH, etc.)._ _They will engage staff, MNIT, vendors, CMS and other partners as we modernize our MMIS TPL subsystem, develop a case management system and ensure all business activities meet federal and state standards. They will work on implementation of TPL improvement project for the Health and Human Services Blue Ribbon Commission._
Minimum Qualifications
Demonstrated leadership experience*
*Leadership experience can include:
+ Experience as a supervisor, lead worker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
+ 1+ year of experience identifying issues, goals and strategic actions
+ 100+ hours per year time commitment
AND
Three (3) years of professional work experience with health care programs demonstrating the following:
+ Knowledge or background with Minnesota Statutes and federal regulations.
+ Systems used to determine eligibility and coverage for MA (such as; MMIS, MAXIS).
+ Knowledge of the data warehouse and database design
+ Research and data analysis methodologies
+ Advanced knowledge and comfort working with Microsoft Office Suite products, including ability to create and edit documents and spreadsheets and maintain unit internal resources
+ Knowledge or background with legal procedures, subrogation, workers’ compensation, auto or other
+ third-party liability cases.
+ Knowledge or background with MA, Medicaid, MN Care and Medicare.
+ Knowledge or background with _General Assistance (GA), Minnesota Family Investment Program (MFIP) and other subsistence programs._
+ Experience or background with legal case management processes.
_*Bachelor’s degree in health care administration, human services or related field may substitute for 1 year of professional experience OR Master’s degree in health care administration, human services or related field may substitute for 2 years of professional experience.*_
Preferred Qualifications
+ Experience using DHS developed software (MMIS and MAXIS) and commonly used Microsoft systems such as Word, Excel, Outlook; web-based programs and internet resources.
+ Experience with system modernization and planning
+ Law office experience
+ Variety of experiences working effectively with others from different backgrounds and cultures.
+ Experience with subrogation, workers’ compensation, auto or other third-party liability legal cases.
+ Experience with OAH C-Track electronic case management system.
+ Experience with DOLI Campus electronic case management system.
