    The position exists to support to the required components of the state Part C system, including but not limited to the coordination of services through interagency efforts and local level service coordination, the engagement of families and caregivers for ongoing program improvement, professional development and technical assistance.

     

    In collaboration with the Part C, Part B/619 coordinators and educational specialists across Minnesota Department of Education (MDE) and Department of Children, Youth and Families (DCYF) Early Childhood Special Education (ECSE) program staff, collaborate in the development of professional development and technical assistance guidance related to the implementation of service coordination.

    Responsibilities include:

    + Engage in cross agency efforts to improve the coordination of services and supports for young children and their families including the Departments of Children, Youth and Families, Education, Health, and Human Services.

    + Ensure the availability and accessibility of resources that meet the intent of the authorizing legislation, incorporating state standards, best practice, implementation frameworks, accountability and sustainability. Activities align with Minnesota's vision of a coordinated, interagency intervention service system for infants and toddlers and preschoolers with disabilities as per Minn. Stats. §§ 125A.26 & 125A.33 and as indicated in the IDEA Part C State Performance Plan (SPP), specifically timely services, ongoing authentic assessment, natural and inclusive environments, family education and transition support.

    + Support the implementation and continuous improvement of the Help Me Grow referral system for the purpose of enhancing the capacity of early identification and referral of young children with disabilities to improve outcomes and opportunities for young children and their families.

    + Lead efforts in family engagement including the collection of family outcome survey data by means of a web-based or other electronic means rather than pencil paper.

    + Actively participate as a member of the Division of Early Learning and the Early Childhood Special Education team to advance the quality of early learning experiences for young children with and without disabilities

    Minimum Qualifications

    _**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_

    Three (3) years of experience with service coordination and family engagement in a Part C Early Intervention or other closely related social service program that demonstrates the following:

    + Understanding of early childhood development and experience with the delivery of early intervention services

    + Knowledge of federal and state laws related to children and families that guide early intervention and sufficient to provide expert interpretation of laws, policies, and procedures on a consistent basis for providers and partnering agencies.

    + Creating, delivering and facilitating presentations to diverse audiences

    + Experience with training, technical assistance and supporting internal/external stakeholders¿

    + Experience working with children, families and/or communities representing populations that experience inequitable opportunities based on race, geography and/or dis/ability

    + Strong understanding of the interrelationships between school districts, the counties, the state, and federal human service and educational agencies in early intervention.

    Preferred Qualifications

    + Understanding of the child development and family systems theory and practices

    + Experience in writing clear and concise technical assistance, narrative reports, grant proposals, correspondence, so that subjects are clearly explained to diverse audiences

    + Variety of experiences working effectively with others from different backgrounds and cultures.
