This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This position exists to support Minnesota’s compliance with federal Centers for Medicare and Medicaid Services (CMS) requirements for the Transformed Medicaid Statistical Information System (T-MSIS). The primary responsibility is to ensure that Medicaid data—such as claims, encounters, and enrollment—is accurately extracted, transformed, and quality-checked to meet federal specifications and submission requirements.
This role supports the ongoing improvement, documentation, and delivery of T-MSIS data by contributing to a SAS- and SQL-based codebase integrated with the DHS data warehouse and SAS environment. Responsibilities include executing regular data transformations, performing quality assurance and control, and investigating issues identified by CMS or internal stakeholders. The role also involves maintaining technical documentation and collaborating across data, policy, and IT teams.
This position is a key contributor to Minnesota’s federal reporting infrastructure.
Minimum Qualifications
Three years of professional experience in data analysis or research.
Professional experience that demonstrates:
+ Proficiency with structured query or analytic languages (e.g., SQL, SAS).
+ Experience with data extraction, transformation, cleaning, and validation in a relational database or data warehouse setting.
+ Ability to detect, troubleshoot, and explain anomalies in large, complex datasets.
+ Demonstrated skill in analyzing and interpreting structured data to meet reporting or research needs.
+ Experience documenting technical procedures or summarizing findings for a range of audiences.
+ Proficiency with MS Word and Excel.
Preferred Qualifications
+ Strong communication skills, including experience with project coordination, report writing, and the ability to collaborate with stakeholders at all levels.
+ Demonstrated ability to deliver data products as part of a collaborative data team.
+ Experience in health services research, public health data, or healthcare policy.
+ Knowledge of Minnesota’s public healthcare programs, including Medicaid, MinnesotaCare, and the Managed Care Organizations that partner in service delivery.
+ Experience working with Medicaid, healthcare, or electronic medical record data, especially claims, encounters, or eligibility data.
+ Understanding of MMIS or other state Medicaid systems.
+ A demonstrated ability to work effectively on diverse teams and across cultural differences.
