    The Palo Alto Airport is seeking a Management Analyst to play a vital role in supporting the Airport Manager. This position involves developing and monitoring operating and capital improvement budgets, preparing Requests for Proposals and Invitations for Bid, creating airport policies and procedures to ensure compliance with local, state, and federal regulations, and overseeing submissions related to the terminal building. The Management Analyst also supervises administrative staff, collaborates with fixed-base operators and tower personnel, and may support or supervise operations staff. Careful monitoring and analysis of all expenses and revenues is critical to maintaining the financial sustainability of the Airport Fund.

    Ideal Candidate:

    + Experience with enterprise budgeting and accounting;

    + Knowledge of federal, state, and local grant funding principles and compliance requirements;

    + Strong written communication ability;

    + Self-motivated, independent thinker with solid accounting and analytical skills;

    + Excellent attention to detail and ability to work with a minimum of supervision;

    + Comfortable working on a wide range of assignments in an environment of frequently changing priorities.

    Essential Duties

    Essential and other important responsibilities and duties may include, but are not limited to, the following:

    + May supervise clerical or support staff to include: prioritizing and assigning work; conducting performance evaluations, ensuring staff are trained; and making hiring, termination and disciplinary recommendations.

    + Provides professional – level staff assistance and preliminary analysis of routine policies involving organization, procedures, finance and/or services.

    + Manages special division level studies and projects, which includes: setting up contracts; establishing and monitoring timelines; preparing requests for proposals; selecting consultants; ensuring compliance with applicable regulations, specifications, and/or requirements; monitoring project budgets; tracking projects; preparing related reports; and, performing other related duties. May serve as a project lead and provides direction to lower level staff on assignments.

    + Assists with budget preparation and administration; assists departments in preparing cost estimates for budget recommendations.

    + Administers grant funding, including preparation of reimbursement requests (drawdowns), maintenance of financial records, and coordination of grant audits to ensure compliance with Federal and State requirements.

    + Manages airport lease agreements to ensure compliance with GASB 87 standards, including tracking, classification, and financial reporting requirements.

    Minimum Qualifications

    Sufficient education, training and/or work experience to demonstrate possession of the following knowledge and skills, which would typically be acquired through:

    + Bachelor's degree in a related field and three years of professional experience in public or business administration, public affairs, or a related field; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
