    Nevada County is looking for a Chief Fiscal Administrative Officer (CFAO) to oversee administrative and fiscal functions of the Community Development Agency (CDA).

     

    Under general direction, the CFAO for CDA plans, organizes and supervises the work of staff involved in the financial, administrative, or other special functions which support a large department or agency, and performs related work as required.

     

    This is a classification with responsibility for the administrative and support services functions. This class is distinguished from the next higher level of Director which has overall executive responsibility for the functions of the department or Agency.

    Duties Include:

    The CFAO supervises the duties of fiscal and administrative personnel and coordinates all fiscal and administrative operations within the Agency. The CFAO is a key position in CDA whose mission is to provide outstanding customer service through sound and innovative policies and strong leadership. CDA works to enhance the quality of life of county residents through land use planning and permitting, environmental management; to provide public services including agriculture, code and cannabis compliance, road and infrastructure maintenance and improvements, transit, solid waste, and wastewater; to deliver internal services including fleet services, administrative and fiscal; and to promote and support recreation, climate and economic development throughout the community. We do this through accountability, collaboration, compassion, integrity and dedication to service.

    Primary duties of the CFAO include:

    + Coordinating with Department Heads and staff, and representing the Agency with the Board of Supervisors, the public, community partners, and other government agencies, as needed.

    + Providing internal consultation and analysis on financial, fiscal, human resources, contract/grant management, and intergovernmental relations issues to the Agency.

    + Developing and supervising the submission of the annual budget and fee ordinance for CDA.

    + Reviewing and analyzing regulatory and case law impacts.

    + Providing and overseeing administrative services.

    + Drafting, negotiating, and monitoring contracts and grants.

    + Ensuring compliance with state and federal laws.

    Knowledge Required

    + Principles and practices of public administration including work planning, assignment and review; personnel practices, policies and procedures; budget development and administration; and governmental purchasing practices

    + Accounting principles and practices, preparing sophisticated and detailed written and verbal reports, financial forecasting, and budget submissions

    + Government accounting and budgetary recordkeeping

    + Pertinent federal, state and county laws, rules, and regulations pertaining to accountability of funds

    + Standard office management information systems

    Education and Experience Required

     

    A bachelor's degree from an accredited college or university in economics, public or business administration, accounting, or a related field. Three years of responsible experience in fiscal and administrative management at a level comparable to an Administrative Services Officer with the County of Nevada.

    OR

    A bachelor's degree from an accredited college or university and 10 years of responsible experience in fiscal and administrative management at a level comparable to Administrative Services Officer with the County of Nevada.

    Retirement

     

    The County is a member of the CalPERS retirement system and also provides the opportunity for voluntary contributions to a 457 deferred compensation account through Nationwide by way of pre-tax and Roth payroll deductions.
