Job Description
NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
DOF’s Property Valuation and Tax Mapping (PVM) is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City.
The Property Modeling and Research Group (PMR) develops statistical models for a broad range of tax classes, leveraging advanced statistical methods, geospatial analysis, and GIS mapping to enhance valuation accuracy and efficiency.
An excellent opportunity is available in the Property Modeling Group to assist in the mass valuation of New York City's one million tax parcels. With strong statistical and GIS analytical skills, the selected candidate will manage projects related to valuation model development, provide support to other modelers, and work closely with management as part of the Property Modeling & Research Team.
Responsibilities include, but are not limited to the following:
-Maintain the Valuation Progress Dashboard by tracking citywide valuation progress in real time, updating the database annually when the valuation rolls closes, and troubleshooting program and data issues from multiple sources as they arise.
-Create and implement SQL automation scripts to update the Computer-Assisted Mass Appraisal (CAMA) database and integrate valuation models into the CAMA system.
-Develop citywide retail property valuation models by running multiple cases in parallel, recording performance indicators, automating data flow between stages, and implementing automated variable selection processes and data pipelines to enhance accuracy, consistency, and efficiency.
-Build assessment district maps to illustrate property type composition and help assessors become familiar with their districts, automating ArcGIS map generation, PDF compilation, and indexing for seamless navigation between borough-wide and district-level maps.
-Design comprehensive model validation frameworks that systematically verify properties against exclusion criteria across multiple systems and cross-check valuation results against historical data and benchmarks.
-Provide ad-hoc guidance to unit staff on methodology, programming, data analysis, and model development to strengthen team capabilities and improve modeling outcomes.

Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
