Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST (TITLE 5), Position Description Number T5456000 and is part of the NC ANG, National Guard (145 AW - 236 CBCS / MD: 0086655134). Responsibilities As a LOGISTICS MANAGEMENT SPEICALIST, GS-0346-11, you will serve as the program manager for the Integrated Deployment System (IDS) Deployment Management System (DeMS), Contingency Operations/Mobility Planning and Executive System (COMPES), Logistics Module-Base Level (LOGMOD-B), Computer Aided Load Manifesting (CALM), and Cargo Movement Operations System (CMOS); ensure all systems interface within IDS; serve as the subject matter expert for COMPES to assist the independent unit Commander and Logistics Officer in selecting, deploying and monitoring contingency forces; maintain LOGMOD-B and the Logistics Detail (LOGDET) data; design logistics packages to meet Operation Plans (OPLAN) tasking and coordinates with tasked units to ensure compliance and accuracy of systems; formulate and consolidate logistical annexes for IDS guidance, based on regulations, manuals, instructions and directives issues by higher headquarters; during peacetime and actual/training deployments, provides staff input and participation in the Deployment Control Center; manage the Unit Deployment Control Center (UDCC) to ensure each deployment runs efficiently; plan and develop deployment training for the unit, in addition to conducting deployment training exercises; ensure the unit meets all pre-execution and command and control requirements for deployments; as directed by, and in conjunction with the commander, resolves deployment-oriented problems; review deployment assessment capabilities with the unit commander to ensure required deployment training is being conducted; brief the commander regarding plans for the movement of personnel and equipment during simulated and actual deployments and exercises; at the direction of, and in conjunction with, the commander, identifies required deployment/redeployment support with the unit staff and host base for the transportation of equipment and personnel. Determines the type and number of aircraft required for mission deployment. Validates load plans, hazardous cargo, priority shipments customs clearance requirements; ensure all unit personnel and equipment are properly identified and prepared for deployment; assist the commander in determining the types and numbers or quantity of troops and equipment available for tasking; schedule, via correspondence, with headquarters (i.e. Air Force Materials Command (AFMC), Air Combat Command (ACC), Air Mobility Command (AMC), National Guard Bureau (NGB) and Numbered Air Forces), when required, to accomplish specific mission requirements; review resource/logistics plans, programs and deployment activities with the commander to ensure authorized mobility equipment is available or on order, and ensures equipment is properly budgeted. Develops load plans and analyzes transportation requirements for the unit; schedule all requirements through AMC and Military Transport Movement Command (MTMC) to ensure personnel and equipment arrive according to planned tasking; direct, control and coordinate all Air Expeditionary Force (AEF) deployments for the unit; define and publish local guidance for deployment procedure; ensure the unit meets all pre-execution and actual deployment requirements, Area of Responsibility (AOR) and specific reporting instructions; attend AEF scheduling conferences; review Operations Plans (OPLANS), Concept Plans (CONPLANS), Concept of Operations (CONOPS), Exercise Plans and Execution Orders for tasking from Headquarters; participate in site surveys to ascertain, identify and plan airlift and logistical support requirement needs in support of unit contingency operations/taskings; serve, as required, on the Installation Support Team (IST); maintain and analyze the correlation of data between the Unit Type Code (UTC), Unit Management Information System (UMIS), Designed Operational Capacity (DOC) statements and all applicable plans for the unit's readiness reporting and tasking; evaluate the unit's logistics posture as reported in the Status of Resources and Training System (SORTS) program; monitors the status of the logistical readiness of the unit and determine deviations in the total logistical posture; recommend necessary actions to preclude or mitigate effects of support deficiencies; perform pilot/non-pilot unit responsibilities in accordance with applicable directives; provide technical logistics plans support at staff meetings conducted by the unit commander; resolve unit logistical problems as they occur; at the Commander's request, attends conferences, workshops, meetings and briefings; provide input to Support Agreements, Letters of Agreement (LOA) and Memorandums of Agreement (MOA) for the unit; monitor and evaluate support agreements between the unit and the supplying agency; ensure reimbursements are identified to the host base comptroller; maintain all documentation from impacted parties; make recommendation to resolve impasses when disagreements occur; perform other duties as assigned. Requirements Conditions of Employment Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. Participation in direct deposit is mandatory. Must be able to obtain and maintain a Secret security clearance. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. You may be required to successfully complete a 1- or 2- year probation/trail period to assess performance, conduct, agency needs, public interest, and efficiency. Employment ends unless certified in writing that it advances the agencies interest. Qualifications MINIMUM EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training identifying activities involving logistical support operations; integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan, Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices. Education You must provide transcripts to support your educational claims. To receive credit for education, you must provide documentation of proof that you meet the education requirements for this position.
