Software Engineer II / Application Developer
The Contractor shall be capable of performing the tasks and/or possess the skill sets listed below:
+ Possesses at least 5 years of hands-on, software engineering experience and at least 2 years’ experience configuring and customizing Archer solutions across multiple use cases (e.g., POA&M, IPSO Review, Inventory).
+ Builds calculated fields, iViews, sub-forms, dashboards, and advanced reports to meet business user requirements.
+ Performs basic API configuration and supports GRC platform and application data integrations for pre-defined feeds (e.g., HSDW, EANow, Active Directory) under senior developer guidance.
+ Implements layout changes and field mappings based on mockups and requirements from Business Analysts.
+ Supports GRC platform and application permissions and access roles, ensuring proper RBAC structure is in place for standard user groups.
+ Assists with workflow testing, UAT feedback resolution, and documentation updates.
+ Supports release coordination by contributing configuration details and participating in sprint reviews.
+ Maintains records of configuration tasks, field mappings, and version updates to support development traceability.
+ Familiarity with FedRAMP and NIST control frameworks is preferred but not required; training provided on HHS-specific models.
+ Demonstrates strong attention to detail and the ability to follow technical direction, escalate blockers, and support QA and senior dev teams during release cycles.
+ Exposure to OSCAL formats and machine-readable documentation is preferred; training provided.
+ Must be familiar with and adhere to the full Enterprise Performance Lifecycle (EPLC) and defined Software Development Life Cycle (SDLC) policies. This includes responsibility for documenting design, implementation, testing, deployment, rollback, and lessons learned. Any and all alterations, changes, or modifications to a GRC/Archer Production type environment must be processed through the Change Control Board (CCB) with clear risk analysis, system impact reviews, and rollback procedures.
