Job Description
The New York City Department of Buildings is responsible for ensuring the safe and lawful use of buildings and properties by enforcing the NYC Construction Codes, Electrical Code, Energy Code and Zoning Resolution. The Cost Validation Unit provides ongoing technical support to borough plan exam units, conducts internal training of Plan Examiners, monitors professional certification program, and through regular audits and monitoring ensures that accurate project permit fees due to the City are collected for alteration applications. The unit and periodically updates cost valuation methods and work scope costs for alterations.
As a member of the CVU team, the Auditor's role includes the review of applications with the added goals of critically evaluating the Department's current plan examination practices in order to suggest improvements to standards for review and approval of applications. A critical goal of this monitoring program is to build technical expertise within the agency to support its long-term objectives of high quality, best-in-class service, and construction safety. Reporting to the unit Deputy Director, the CVU Auditor, in addition to other duties that may develop or be assigned by the Division, shall be responsible for the following:
- Conduct weekly audit of jobs selected from a pool of professionally certified jobs and audit of alterations and renovation project costs reported for both regular Plan Review and Professionally certified project applications.
- Resolve objections of failed audits through audit appointments.
- Assist in developing construction projects risk-based model, establish project guidelines for submission requirements, and plan review standards as citywide standards.
- Monitor projects for compliance and update guidelines of changes to Code, and other Regulations.
- Assist in achieving the unit's goals and objectives by identifying, assessing, developing and implementing initiatives, to improve the program
- Assist in the implementation, investigation and reporting of issues needing resolution for program improvement and provide technical support to users to guide, resolve and improve the process.
- Assist in developing and implementing enforcement actions necessary for the collection of alteration application fees due to the Department
REMOTE WORK
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.
Candidates may be considered under one of the following comparable titles: Assistant Architect, Assistant Civil Engineer, and Assistant Mechanical Engineer

Qualifications
1. A baccalaureate degree in civil engineering from an accredited college or university and either (a) one year of full-time satisfactory experience in civil engineering work in building design or building construction or (b) a master’s degree in civil engineering from an accredited college or university; or
2.A combination of a baccalaureate degree in civil engineering technology from an accredited college or university and either (a) two years of full-time engineering work in building design or building construction or (b) a master’s degree in civil engineering from an accredited college or university, plus one year of full-time satisfactory experience in civil engineering work in building design or building construction; or
3. A Bachelor of Architecture or a Master of Architecture from an accredited college or university, both of which are first professional degrees in architecture (please note that a baccalaureate degree in architecture awarded after a four year program does not qualify); or
4.A Bachelor of Science degree in architecture that is the first four years of a five year first professional degree program in architecture, or a Bachelor of Science degree in architectural technology from an accredited college or university and one year of full-time satisfactory experience in architectural work in building design or building construction.
