This position will directly support the Department’s registered Federal Motor Carrier Safety Administration (FMCSA) training program and other vehicle/driver related training programs.

     

    The Operations Training Unit is responsible for administering and implementing highway maintenance-specific training provided to our new and existing employees in support of the Department’s commitment to building a skilled, knowledgeable, and engaged workforce for the future.

    ELIGIBILITY REQUIREMENTS:

    + Candidates must indicate they hold a current and valid Commercial Driver's License (CDL) with tank endorsement in the "Licenses and Professional Certifications" section of the application, or they will not be considered.     POSITION HIGHLIGHTS:

    + Monday-Friday

    + Full-time (40 hours/week)

    + Location: Newington, CT

    THE ROLE:

    The Transportation Training Officer will report directly to the Training Program Supervisor. The Transportation Training Officer will have the opportunity to assist and provide training virtually, in person, in the classroom, garage, on the road, and at worksites! As a Transportation Training Officer, you will:

     

    + Provide and be responsible for technical training and hands-on practical education to employees responsible for highway and bridge maintenance, and equipment repair

    + Provide training in accordance with highway operations and maintenance policies and procedures, to eligible employees who are seeking to obtain their Commercial Driver’s License (CDL), and support equipment operation repair units with ongoing training in vehicle & equipment technologies

    + Work in collaboration with the Department’s Staff Development & Safety units, subject matter experts, as well as outside agencies and contractors

    + Support training to new and veteran employees

    + Support the Department's apprenticeship program to prepare candidates for future state employment

    + Assist in developing and delivering the designed training courses which shall be provided in accordance with the Training Program as approved by the Department and shall provide theoretical and practical training across many areas to ensure employee compliance with their respective job duties

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    At the Department of Transportation this class is accountable for independently performing a full range of tasks in planning, coordinating, and conducting new employee, on the job, and in-service training programs for employees assigned to maintenance operations.

    EXAMPLES OF DUTIES

    + Plans, coordinates, and conducts new employee, apprenticeship, refresher, and in-service training courses in transportation construction, highway maintenance practices and automotive and diesel repair;

    + Assists in assessing maintenance operations training needs;

    + Develops course objectives, curricula, course outlines and lesson plans to meet specific maintenance activities;

    + Selects and evaluates appropriate training methods;

    + Researches available learning material, resources and highway and maintenance operations best practices;

    + Develops, selects and updates appropriate training manuals and training aids;

    + Schedules speakers and arranges for instruction in specialized maintenance subjects;

    + Conducts examinations and evaluates student performance and program effectiveness;

    + Produces packaged training programs and self-study materials;

    + Prepares reports on maintenance operations training programs as required;

    + Trains employees for instruction and specialty maintenance functional training subjects;

    + May conduct and certify Commercial Driver License (CDL) training for employees;

    + May conduct the recruitment, selection, placement, and evaluation of student interns and apprentices;

    + May plan, coordinate and conduct orientation and in-service training courses for supervisory, managerial and/or field service staff;

    + May represent the agency at seminars or conferences on transportation maintenance training and apprenticeship programs;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + transportation, highway maintenance, and construction functions;

    + equipment and CDL vehicle operations and practices;

    + policies and procedures utilized by the Department of Transportation;

    + principles and practices of in-service training and educational methods and techniques;

    + Considerable

    + interpersonal skills;

    + oral and written communication skills;

    + Considerable ability to organize and conduct training programs in accordance with prescribed objectives;

    + Ability to

    + identify and prepare training needs and training materials;

    + utilize computer software.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Five (5) years of experience in training, transportation, highway maintenance, or construction related work.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have been in the operation of complex equipment or the performance of skilled tasks.

     

    NOTE: For state employees this experience is interpreted at the level of a Transportation Maintainer 3.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    Graduation from a vocational or technical school with a diploma designating completion of the subject requirements in one of the maintenance trades may be substituted for two (2) years of the General Experience.

    PREFERRED QUALIFICATIONS

    + Holds a Class A Commercial driver’s license

    + Experience with Microsoft Office, PowerPoint, Excel, and One Drive

    + Experience working with subject matter experts to develop training on a variety of topics

    + Experience conducting evaluations based on training program objectives

    + Experience public speaking & delivering in-person training

    + Experience in authoring and content creation to develop or edit in-house training programs

    + Experience in highway maintenance & repair of roadways

    + Experience in coordinating and or developing training programs

    + Experience in administering Commercial driver’s license (CDL) training to include FMCA requirements

    SPECIAL REQUIREMENTS

    + Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

    + Incumbents in this class must be willing to accept assignment to emergency duties, including snow and ice removal, whenever their services are required.

    + A commercial driver license (CDL) and current medical card may be required.

    PHYSICAL REQUIREMENTS

    + Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness in order to perform all the duties of the class.

    + A comprehensive medical examination, including a controlled substance screening, may be required of applicants.

    WORKING CONDITIONS

    Incumbents in this class may be exposed to extremes of weather conditions, to lifting of heavy weights, to highly dangerous road and traffic conditions, including exposure to heights and to loud and potentially dangerous machinery and equipment.
