    Summary You will serve as a SUPERVISORY CHEMIST in the Laboratory Quality and Accreditation Office (Code 1561), Quality Performance Control Group (Code 1560), Naval Shipyard Support Office (Code 1500) of NORFOLK NAVAL SHIPYARD. Responsibilities You will manage and coordinate all elements of the LQAO. Performs the functions of Lead Service for DOD Environmental Data Quality under Navy’s Executive Agent status. You will delegate work assignments and provide technical oversight to a staff of senior professional engineers, scientists, and environmental specialists (GS-13/14). You will manage the planning, programming and budgeting functions. You will establish long-range plans, goals, and objectives. You will set policy and criteria to ensure efficiency and effectiveness of Navy in-house and contract laboratories and support services. You will coordinate the Components for a broad range of sampling and testing regulations and requirements. You will develop and recommend broad DOD Component policy for environmental data quality. You will provide expert technical advice and assistance on issues involving generation acquisition and use of materials testing and environmental data. You will assist Navy activities in resolving issues, developing management and project plans, assessing data usability, making regulatory reports, negotiating clean-up criteria and permits, or responding to regulatory citations. You will periodically assess Navy materials testing and environmental programs and evaluate results to measure the effectiveness of implemented quality systems, data collection activities and use of data. You will conduct and/or oversees laboratory assessments of both Navy and private sector laboratories performing testing in support of the Navy’s Mission. You will accredit Navy laboratories and approve or disapprove contract laboratories for Navy use. You will Develop, conduct and/or oversee training to insure proper implementation of Navy policies, technical directives, instructions and related documents. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying the principles and practices of chemistry to generate and develop new hypotheses and theories related to materials testing and environmental sciences; Experience in applying education and training as it applies to a wide range of sampling and testing activities, project planning, statistical sampling, laboratory management, and certification and assessment; Experience interpreting laws and regulations affecting the Navy and its mission; Experience planning, developing, and carrying out vital scientific programs that are essential to the missions of the agency; Experience investigating, evaluating and providing expert advice on materials testing and environmental sciences; Experience conducting complex analyses and evaluations using sound judgement. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must have: Successfully completed a bachelor's degree or higher in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics Or Successfully completed a combination of education and experience with course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
