Summary This National Guard position is for a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST (TITLE 5), Position Description Number T6376000 and is part of the FL HQ 101 AOG, National Guard. Responsibilities As a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST (TITLE 5), GS-0343-13, you will oversee and has responsibility for the quality of work products generated by the Plans Section. Leads a diverse team of highly specialized and compartmentalized homeland air defense, interagency and Defense Support of Civilian Activities (DSCA) planning experts comprised of Active Duty and AGR military personnel, T32 Military Technicians and T5 Employees. The position oversees personnel who plan, analyze, develop, coordinate, direct, and evaluate current and future operations. This position develops recommendations for senior officers to resolve critical and substantive problems directly impacting NORAD and USNORTHCOM, Commander Air Combat Command, Commander Continental United States (CONUS) NORAD Region (CONR), First Air Force (Air Forces Northern) (1 AF (AFNORTH)), J/CFACC and Commander, Army Northern (CDRARNORTH) mission plans and execution. Responsible for the preparation, coordination, and execution of all aspects of adaptive planning efforts for the work center. Performs a full range of supervisory and managerial responsibilities including assigning work to staff members in accordance with established organization mission and functions, workload fluctuations and personnel availability. Develops new or changes existing internal procedures and instructions, and reviews operating procedures and policies with respect to the desired performance objectives of management. Advises management of operating areas at risk of not achieving desired performance and recommends corrective actions. Requests advertisement of vacant positions, makes hiring determinations such as selection, promotion, reassignment and termination decisions for new and existing employees. Plans, assigns and reviews work based on priorities, selective consideration of the difficulty and requirements of assignments and capabilities of employees; schedules and approves leave requests, Develops performance standards and evaluates employees performance. Identifies developmental and training needs of employees, providing for or arranging for needed development and training. Provides advice and counsel to subordinates on administrative and professional matters. Assesses employees ability to provide consistent and effective advice to Air Force Forces (AFFOR) and AOC staff and senior officers related to contingency and deliberative planning processes in response to changing environments. Hears and resolves minor complaints and refers grievances and serious unresolved issues to higher level supervisor for deconfliction. Effects minor disciplinary measures-such as warnings and reprimands--and recommends other actions in more serious cases. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: This position is in the Exceptive Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)" and is open to on board (Tenure 1, 2 and 3) federal employees/technicians (T32 and T5) within the agency (Florida National Guard). Tenure can be in block 24 on your latest SF 50. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. GENERAL EXPERIENCE: Must have experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-13 Must have at least one year of specialized experience at the GS-12 level or the equivalent which provides knowledge and/or experience, education, or training equivalent to at least the next lower grade level. Experience analyzing and interpreting policies and the procedures of higher headquarters/management as to applicability to current policies. Experience presenting and discussing complex matters in a clear and convincing manner. Experience in communicating with people from various backgrounds and circumstances. Experience planning, analyzing, developing, coordinating, directing, and evaluating current and future operations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Education You must provide transcripts or other documentation to support your Educational claims.
