# Project Overview:
Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).
# Job Summary:
In this role, you will lead a team and supervise the administration of Supplier Quality activities. You will prepare project Supplier Quality procedures and operating instructions, develop project specific metrics, and make recommendations on supplier suitability. Your expertise will highlight trends, help improve supplier performance, and resolve risk and issues that impact project objectives. \#LI-HB1
# Major Responsibilities:
+ Works closely with suppliers to elevate their performance and facilitate new product development initiatives.
+ Develops actionable improvement plans and long-term quality roadmaps in collaboration with supplier partners.
+ Encourages innovation by empowering suppliers to propose and implement enhancements in quality and operational efficiency.
+ Supports suppliers and internal teams in resolving quality issues, addressing non-conformances, and implementing preventive and corrective actions.
+ Monitors the effectiveness of Supplier Quality policies and procedures through regular reviews and systematic audits.
+ Develops and tracks supplier quality metrics (e.g., defect rates, product returns) to identify opportunities for improvement.
+ Leads onboarding and training activities for Supplier Quality personnel, inspection agencies, and contractors within the Quality Management System (QMS).
+ Maintains standardized quality plans, manuals, procedures, and workflows for nonconformity and corrective action reporting.
+ Standardizes quality assurance documentation across suppliers and internal disciplines to ensure consistency and compliance.
+ Advises project management, supply chain managers, and other key teams on supplier quality activities and risk mitigation strategies.
+ Collaborates with subject matter experts to embed quality into design, procurement specifications, and execution plans.
+ Continuously optimizes processes for supplier selection and performance monitoring to meet technical and quality requirements.
+ Drives a strong quality culture by engaging and overseeing quality representatives and inspection agencies.
+ Leads and participates in continuous improvement initiatives, lessons-learned sessions, and process efficiency projects.
+ Administers training and qualification programs for Supplier Quality personnel for the project.
+ Assigns, allocates, and balances workloads among Supplier Quality staff, coordinating recruitment and professional development as needed.
+ Develops and monitors the budget and collaborates on job hours spent for supplier quality services for the project.
+ Provides administrative, technical, and functional guidance to project Supplier Quality staff.
+ Coordinates input and data management for the Project Supplier Quality Power BI metrics.
+ Reviews supplier performance and coordinates corrective actions as necessary.
+ Evaluates and addresses reported quality issues related to equipment and materials, ensuring effective resolution.
+ Reviews and approves quality-related procedures to ensure comprehensive compliance with the project quality program/plan.
+ Represents the project during quality assurance audits by clients, management, or regulatory agencies.
+ Reviews project schedules for quality-related activities to ensure timely and effective implementation of quality requirements.
+ Identifies quality problems, initiates documented actions, verifies their implementation, and manages the project corrective action KPIs.
+ Coordinates, reviews, and approves subcontractors’ and suppliers’ responses to deficiencies identified through project quality audits and surveillance activities.
+ Develops project-specific metrics for implementation as deemed useful by the project team and analyzes the effectiveness of established quality surveillance systems and techniques.
+ Oversees and monitors supplier quality performance, providing recommendations for addressing and resolving issues.
+ Works with supplier quality teams to implement improvements and ensure adherence to quality standards.
+ Reports weekly and monthly progress to the Supply Chain Manager.
# Education and Experience Requirements:
+ Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
# Required Knowledge and Skills:
+ Minimum of 10 years of experience in audit program management, quality management, or a related field in the energy industry
+ Strong knowledge of API Q1, ISO 9001, international quality standards, and technical matters related to ASME and API codes and standards
+ Experience with audits, inspections, and vendor evaluations
Well-articulated with excellent written and verbal communication, planning, computing, technical, and interpersonal skills
+ Strong analytical and problem-solving skills
+ Ability to work independently and as part of a team
+ Willingness to travel, both domestic and international
