    THE EXECUTIVE DIRECTOR OF THE NEW JERSEY HOUSING AND MORTGAGE FINANCE AGENCY INVITES APPLICATIONS FROM QUALIFIED CANDIDATES FOR THE FOLLOWING:

    Job Title: Housing Inspector I/II

    Salary Range: R9 ($54,988.40 - $77,382.28), R10 ($60,631.93 - $85,314.56)

    JOB DESCRIPTION

    Under supervision, conduct housing inspections of site to ensure compliance with appropriate NJ and HUD housing codes, regulations; provide review of multifamily housing construction documents for compliance with energy conservation measures; assist with general duties related to the monitoring of green performance measures; provide interim on-site observation of buildings under construction for compliance with energy conservation measures; schedule inspections in coordination with the Managing Agent; monitoring, conducting, and troubleshooting of physical inspections; review inspection reports, report findings, provide recommendations and submittals to the Tax Credit division; maintain/update existing inspection report; perform related duties as required.

     

    1. Coordinate with the Tax Credit Division to review and prepare documents for inspections.

    2. Schedule inspections in coordination with the Managing Agents.

    3. Coordinate with Managing Agents to ensure receipt of necessary documents from Managing Agents required for inspections, including Agency notification letter and independent inspection certifications shown on inspection checklist.

    4. Conduct inspections of site, building exterior, building systems, common areas, units, and related resident health and safety issues considered to be critical violations within the inspection standards. Submit reports with concise findings and recommendations.

    5. Prepare or review documents for compliance with Internal Revenue Service (IRS) physical inspection for low-income housing tax credit requirements.

    6. Generate appropriate correspondence and reports.

    In addition to the above, the Housing Inspector level II is expected to carry out the following responsibilities:

    7. Review multifamily construction documents for compliance with energy conservation measures; recommend alternative measures as necessary; provide feedback regarding a building design level of compliance with energy conservation measures and systems.

    8. Assist with general duties related to the monitoring of green performance measures, including solar array data monitoring and energy benchmark; provide interim on-site observation of buildings under construction for compliance with energy conservation measures.

    9. Review drawings submitted as part of an Agency application for compliance with energy conservation measures and systems.

    10. Generate report on energy benchmarking data in Excel spreadsheets and Energy Star’s Portfolio Manager.

    11. Perform related duties as required.

    MINIMUM REQUIREMENTS

    Education / Experience:

    Range 9 Housing Inspector I Two (2) year college degree at an accredited college or university in relevant field; five (5) years of relevant experience; or any equivalent combination of education and experience that meets the required knowledge, skills and abilitites.

     

    Perform analytical and evaluative tasks requiring full working knowledge of housing and fire codes. Work is characterized by full proficiency in all job related activities.

     

    Range 10 Housing Inspector II Four (4) year college degree at an accredited college or university in relevant field; five (5) years of relevant experience; or any equivalent combination of education and experience that meets the required knowledge, skills and abilities.

     

    Perform analytical and evaluative tasks requiring full working knowledge of housing and fire codes. Work is characterized by full proficiency in all job related activities.

    Skills:

    - Thorough knowledge of New Jersey housing codes, especially Regulations for Maintenance of Hotels and Multiple Dwellings, N.J.A.C. 5:10 and New Jersey Uniform Fire Code, N.J.A.C. 5:70. - Knowledge of energy conservation building design and construction practices. - Thorough knowledge of HUD’s Uniform Physical Condition Standards. - Proficiency in Excel and related data management software. - Ability to effectively review, analyze, and draw accurate conclusions from drawings and specifications. - Ability to plan, organize, and accomplish multiple assignments simultaneously. - Ability to establish and maintain effective working relationships with all related parties. - Ability to communicate effectively, orally, in writing and to listen actively. - Ability to work independently with minimal supervision. - Ability to maintain a positive work atmosphere in an appropriate manner of behavior that ensures cooperation and effective communication with customers, clients, peers and management.

     

    Physical Demands: Employees are required to access all areas of the developments which requires extensive walking, climbing of stairs, ladders and scaffolding.

     

    Working Conditions: Most job duties are performed in a non-office environment in all types of weather conditions; extensive travel is required to reach job assignments throughout the State of New Jersey.

    Certificates & Licenses Required:

    New Jersey Licensed Inspector of Hotels & Multiple Dwellings.

     

    No later than the one-year anniversary of the employee's start date; Housing Inspector level II will successfully obtain a Building Performance Institute Certification (BPI) and a Green Rater Certification. Upon receipt of certifications, Housing Inspectors must satisfy the continuing education requirements to maintain his/her certifications.

     

    A valid driver's license in the State in which the person resides is required only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
