    Job Title: Project Manager

     

    Type: Contract

     

    Contractor Work Model: Onsite

    PROJECT MANAGER

    Responsibilities:

    + Will require occasional travel to the work locations in Bergen, Burlington, Camden, Essex, Hudson and Mercer counties

    + Coordinates and collaborates with personnel, consultants and contractors conducting various departmental requirements for assigned project(s) and program(s).

    + Manages the development of projects, including plans, timelines, budgets and resource allocations, with observance and/or adherence to procurement and scheduling standards and guidelines for all projects and programs, from conceptual design through construction.

    + Ensures quality, completeness and timeliness of budgetary and construction estimates and coordinates the resolution of scheduling issues with relevant parties.

    + Routinely visits project sites, and work with light rail system management and personnel, design team, construction managers and resident engineers, consultants, contractors, and other appropriate personnel to resolve current or unforeseen problems affecting schedule, budget or ultimate quality of delivered product(s).

    + Assists with preparation of solicitations for proposals, quotations and bids, including developing and recommending scopes of work, detailing project requirements and expectations, and proposal/quotation format requirements.

    + Prepares procurement and contract award documents including requisitions, Board documents (project fact sheets, resolutions, presentations), and associated procurement reports detailing essential project and contractor/consultant information.

    + Develops and assists in developing long term capital plans and programs, including budgetary estimates and schedules.

    + Reviews technical specifications with managers/supervisors, contract administrative staff within organization and other involved departments; participates in bid proceedings and pre-bid conferences.

    + Evaluates proposals, bids and quotations for services and materials, and documents evaluation findings and recommendations, including financials.

    + Makes recommendations regarding the scope of work and solicitations for proposals, quotations, and bids. Assists in preparations of solicitations.

    + Reviews and examines estimates, specifications, plans, and responses to bid and quotation solicitations for conformance to the requirements and necessities of capital project and programs.

    + Develops and manages project budgets and maintains project status/progress and financial reporting.

    + Manages project risks and scope including proactively identifying the impact of project delays and claim resolution, while working to resolve potential delays.

    + Coordinates internal teams, external vendors, and stakeholders to ensure alignment of tasks and timelines.

    + Develops meeting agendas, hosts/manages and participates in meetings, representing company's interests to meet project goals and requirements.

    + Prepares and delivers status updates, reports, and presentations for stakeholders.

    Qualifications:

    + B achelor’s degree in construction engineering, construction management, engineering, architecture or related technical field plus seven (7) years of progressively responsible experience in project and program management.

    + Five (5) years of project/construction management experience, particularly in heavy or light rail environments, may be substituted for degree requirements.

    + Professional Engineer or Registered Architect license is a plus.

    + PMP, CAPM, or equivalent Certification is a plus.

    + Applied experience managing construction / infrastructure / facility improvement projects, particularly in rail or transportation operating environments desired.

    + Ability to work independently and proactively is expected.

    + Excellent personal computer skills and ability to use MS Office Suite, project management, and finance management software are required.

    + Experience and familiarity with Jira are a plus.
