    JOB SUMMARY STATEMENT:

    Plans, supervises, and coordinates the operation of the Fleet Maintenance division of Public Works, which includes customer service, automotive and equipment maintenance and repair and fiscal integrity. The other divisions rely upon the Fleet division to repair and maintain the assigned equipment so that they can perform their jobs.

    DUTIES AND RESPONSIBILITIES:

    + This position is 60% administrative and 40% labor.

    Repairs vehicles and equipment to provide excellent customer service

    + Plans, schedules and supervises the operation of the Fleet Services Division which includes the automotive repair services, equipment maintenance, tools, and fleet administration

    + Determines repair requirements, assists with recommendations for replacement time of vehicles, and assists with determinations concerning when a vehicle should be declared surplus and disposed Establishes objectives, plans and evaluates operations and the overall effectiveness of the division services Coordinates work projects, internal and external, and establishes priorities

    + Oversees projects in process and evaluates completed projects for quality, timeliness, compliance with laws, regulations, and ordinances Prepares specifications for recommended vehicle and equipment purchases Benchmark standards of performance, determine and apply labor standards in the maintenance, inspection and repair of motorized equipment.

    + Recruits, Interviews and Recommends Hiring Decisions. Trains employees in both day-to-day work operations as well as in and proper equipment operations and safe practices. Acts as the primary training person for the assigned staff.

    + Makes certain that all assigned staff work in a safe manner and have the appropriate PPE. Identifies unsafe conditions and takes corrective action and escalates the issue if necessary.

    + Recommends solutions to problems as they arise.

    + Contribute to the financial planning, procurement, and budgeting process. Researching needs and providing input as needed. Assists in the preparation of the division budget and administers budget items within position scope.

    + Evaluates, coaches and counsels employees during daily operation and annual performance reviews. Provides day-to-day leadership in a Union working environment – escalating issues as needed. Monitors the work of staff for conformance with city and division policies and practices and provides assistance when problems arise

    + Manages and maintains the City's fueling station to ensure it is in a state of readiness and complies with all applicable laws and regulations

    + Attends meetings and provides technical assistance covering fleet issues Assists with the preparation of long-range plans for the division that include financial analysis and project review

    + Utilizes asset management systems and mobile devices to track work orders, materials, and maintenance activities.

    + Is subject to afterhours calls for emergency repairs and as part of the City's Snow Removal program

     

    The above duties and responsibilities include those tasks, physical and mental requirements, visual requirement, unique physical surroundings and mental/cognitive abilities required to perform the essential elements of the position.

    GENERAL QUALIFICATIONS:

    Education and Special License(s)/Certifications

    • High school diploma or equivalent required. Additional formal training equivalent to two years of college preferred or an Associate's degree in a related course of study preferred. Valid Class A commercial drivers license (CDL) with endorsements, or ability to obtain within 6 months.

    • ASE certification preferred

    Experience

    • Minimum of five to seven years in fleet management required with a minimum of two in a supervisory position. Supervisory experience is strongly preferred.

    • Provide own hand tools to perform mechanic's duties.

    Skills

    • Skills in generating reports and documents using Microsoft Office

    • Skills in automotive and equipment diagnosis

    • Knowledge of light, medium, and heavy duty vehicle maintenance and repair

    • Knowledge of fuel dispensing systems

    • Must be familiar with the latest Federal Motor Carrier Safety Regulations

    • Skill in operating listed tools and equipment. Knowledge of safety procedures associated with equipment operation and general construction and maintenance of city streets. Knowledge of materials and techniques used in street construction and repair. Knowledge of pertinent traffic laws and ordinances. Basic computer skills used for communicating via email, professional communication (written) and spreadsheets for the purpose of compiling and displaying data.

    • Ability to work long hours

    • Must possess the ability to assume responsibility, influence and direct the work activities of others. Ability to interface and communicate with the general public. Ability to understand and communicate difficult oral and written instructions. Ability to work under stressful conditions.

    Physical Requirements

    Must be able to:

    • Sit, stand, or lie for prolonged periods

    • Use of overall body to perform repairs and maintenance to vehicles and equipment

    • Listen to normal conversation and equipment for diagnosis

    • Walk, and use hands and fingers to operate, handle, or feel objects, tools, or controls

    • Have vision sufficient to see close up and have the ability to adjust focus

    • Occasionally lift up to 80 pounds and transport it 15 feet.

    Supervisory Responsibility

    • Supervises a staff of two mechanics
