    This position is responsible for directing the identification and investigation of fraud, waste, abuse and error by health care providers and recipients participating in Minnesota’s Health Care Program (MHCP). Also, enforcing compliance with state and federal laws and regulations governing the programs. The supervisor must direct MPAI investigators in the performance of their duties.

    Responsibilities include but are not limited to:

    + Exercise supervisory authority to ensure that applicable labor agreements and plans are equitably administered, and employees will effectively perform assigned job duties to achieve the objectives of the section.

    + To administer the Medicaid Provider Audits & Investigations (MPAI) Unit so that there is compliance with, and enforcement of, state and federal laws regarding Minnesota’s publicly funded health care programs.

    + To direct the development, implementation and maintenance of an effective system for analysis of provider data so that possible provider and recipient misuse of services or billing may be identified and there is substantial compliance with federal regulations regarding the Medicaid Management Information System (MMIS).

    + To supervise the development and maintenance of a recording and reporting system regarding activities of MPAI so that there is compliance with state and federal regulations and so that data is available for planning and administrative purposes.

    + To develop and maintain relationships with other units of Department of Human Services (DHS), other state agencies, health related licensing boards, professional associations and federal agencies so that external resources are available for, and coordinated with, MPAI activity and to improve program integrity policies.

    Minimum Qualifications

    Demonstrated leadership experience*

    *Leadership experience can include:

    + Experience as a supervisor, lead worker, team lead, project lead;

    + Completion of a State of Minnesota leadership program (e.g. ELI, L4);

    + A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

    o 1+ year of experience identifying issues, goals and strategic actions

    o 100+ hours per year time commitment

    AND

    Four (4) years of experience related to health care fraud investigations, compliance, or similar role.

    AND

    Experience must demonstrate the following:

    + Develop, approve and implement policies to define an administrative system for the identification and investigation of fraud and abuse by Medical Assistant providers.

    + Skilled in health care fraud investigations, interviewing techniques or the investigatory process.

    + Analyze data and make recommendations.

    + Review work of direct reports to ensure it meets legal requirements, performance expectations, timeliness goals, and/or is accurate.

    Preferred Qualifications

    + Knowledge of federal regulations, state statutes, and departmental rules, policies and procedures related to the public programs administered by the department.

    + Experience with the administrative hearing process and testifying at hearings.

    + Knowledge of DHS systems such as MMIS, MAXIS, and the Data Warehouse.

    + Understanding of local human service agencies, state welfare systems and health care delivery systems.

    + Able to function well under the normal situation of demanding deadlines, changing investigative needs and design, staffing instability, sometimes conflicting legal requirements and continuously fluctuating investigative program regulations.

    + Understanding complex interrelationships of data, information, and evidence that are obtained or observed during an investigation.

    + Flexibility and receptiveness to new ideas and approaches.

    + Skills in problem solving and decision-making techniques.

    + Ability to handle multiple tasks and priorities effectively and efficiently.

    + Communicate effectively, both oral and written communication.

    + Working knowledge of MN DHS Licensed providers

    + Variety of experiences working effectively with others from different backgrounds and cultures.

    Additional Requirements

    Flexibility to work irregular hours when needed.

    This position requires successful completion of the following:

    It is the policy of the Department of Human Services that the individual selected for this position successfully complete a background investigation prior to employment, including the following components:

    + Criminal background check

    + Reference check

    + Fingerprinting check (MNJIS/CJIS)

     

    Complete the Criminal Justice Information System (CJIS) Security Awareness training within 3-business days from the start of employment; and successfully obtain/retain CJIS certification annually.
