    Tammy Power, Recruiting Manager with Robert Half is looking for a highly skilled Director of Finance to lead the administrative and financial operations of a dynamic public service organization in Kern County. As a key member of the leadership team, you will oversee multiple departments ensuring operational excellence and compliance. This is an exceptional opportunity for an experienced and detail-oriented individual with a strong background in public-sector financial management and a passion for driving organizational efficiency.

    Responsibilities:

    • Lead the organization’s financial planning, budgeting, and reporting processes, ensuring compliance with regulations and fiscal accountability.

    • Oversee administrative functions such as accounting, payroll, procurement, risk management, and information technology systems.

    • Provide strategic financial guidance to executive leadership and the governing board to support informed decision-making.

    • Manage investments, capital projects, and debt financing while maintaining strong internal controls.

    • Supervise and mentor a multidisciplinary team, setting clear goals and fostering continuous development.

    • Oversee vendor relationships, contract management, and procurement processes to ensure cost-effective operations.

    • Develop and implement policies and procedures aimed at improving operational efficiency and service delivery.

    • Coordinate the preparation and management of annual operating and capital budgets, monitoring financial performance and recommending adjustments when necessary.

    • Ensure the organization complies with all applicable laws, codes, and regulations related to public agency operations.

    • Represent the organization in meetings with external stakeholders, partner agencies, and vendors.

    Requirements

    • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field; a Master’s degree, CPA, or CMA is highly desirable.

    • A minimum of 7 years of progressive experience in finance, administration, or operations management, including at least 3 years in a leadership role.

    • Strong expertise in governmental or public-sector financial management is preferred.

    • Proven success in strategic planning, budgeting, and staff leadership.

    • Exceptional communication, problem-solving, and decision-making abilities.

    • Familiarity with audit programs, financial planning, and risk management processes.
