    Job Summary: Under limited supervision, provides expert level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level staff

     

    Job Specific Duties: Perform state and federal legislative liaison activities including interactions with legislators, legislative staff, or their constituents; Provides effective consultation to state and/or regional staff in defining and implementing year-round legislative strategies; Leads on an annual and on-going basis the intra-agency review process for developing recommended changes to state/federal statute or policies; Manages legislative/policy interns by assigning duties and ensuring their satisfactory completion which may include providing necessary training of the legislative process. Manages the department’s honorarium request program including coordination among legislators, legislative staff, the Office of Transportation Data, and the field districts. Prepare legislative and regulatory summaries using clear, concise format and thoughtful analysis to aid in overall analysis of new regulations, laws or policies and to inform others in the department of changes enacted or proposed. Analyze proposed changes in laws, regulations and policies as to their implications to the department’s programs. Devise strategies, procedures and new processes as required by new law, regulation or policy in order to keep the department in compliance with federal and state requirements; Research and analyze transportation issues and trends. Coordinates with the Department’s Office of Performance-based Management in developing strategies to communicate the Department’s achievements and performance to legislative and public stakeholders.

    MINIMUM QUALIFICATIONS

    The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.

    STATE ENTRY QUALIFICATIONS:

    + Bachelor's degree in a related field AND TWO (2) years of job-related experience

    + OR an Associate's degree in a related field AND Three (3) years of job-related experience

    + OR One (1) year of experience at position equivalent.

    AGENCY SPECIFIC QUALIFICATIONS:

    + Possesses a Bachelor’s degree from an accredited college or university

    + Experience proofing, organizing, and managing a large volume of electronic documents

    + Experience drafting, proofing, and finalizing written documents including letters, summaries/memos, and white papers briefings (or similar) targeted appropriately to the respective audience.

    + Proficient in the Microsoft Office suite, including Word formatting and graphics, PowerPoint and Excel spreadsheet programming

    AGENCY PREFERRED QUALIFICATIONS:

    + Five or more years of experience drafting or participating in the development of drafting legislative policies, regulations, and/or proposed legislation.

    + Experience reviewing and analyzing policy proposals, proposed regulations and legislation, position papers, interagency agreements, and other documents and evaluating the potential impacts on the business operations.

    + Knowledge of state laws, policy statements, and regulations affecting the transportation system.

    + Possess the necessary leadership skills to effectively manage legislative interns and other subordinate staff

    + Possess the necessary leadership and organizational skills to effectively lead and coordinate intra-agency efforts to review legislation, regulation, and other policy areas to advance recommendations at the agency level for the review and approval of executive leadership

    + Demonstrated ability to conduct research, identify issues and alternatives, and present findings to executive leadership

    + Possess excellent interpersonal and communication skills with a demonstrated ability to interact with employees and managers at all levels

    + Possess excellent problem solving skills with the ability to make sound, well-informed decisions.

    + Demonstrated ability to build effective teams, foster commitment and team spirit

    + Good organization skills and ability to work independently

    + Must be a results oriented, self-starter that can work independently with minimal supervision.

    + Demonstrated professionalism and a high level of confidentiality and integrity

    + Customer Service focused, with demonstrated enthusiasm in serving customers; passionate about fostering a positive workplace.

    IMPORTANT INFORMATION FOR ALL GDOT JOBS

In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.

    Good Employment Standing:

    In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active for 12 months from the effective date). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
