Job Duties and Responsibilities
This role is responsible for the financial lifecycle management of all **Transport Carrier Services** , ensuring accuracy in billing, identifying cost-saving opportunities, and maintaining vendor compliance. The manager will serve as the primary liaison between Network Operations, Finance, and external Carriers for all transport billing matters.
Key Responsibilities
+ **Cost Management & Optimization:**
+ Lead continuous **cost-reduction initiatives** for all carrier transport services (e.g., fiber, TDM, Ethernet, wave services)
+ Conduct detailed **financial analysis** to forecast transport spend, track budget variance, and report on key performance indicators (KPIs)
+ Identify and validate opportunities for **circuit decommissioning** and rate renegotiation
+ **Billing & Invoice Validation:**
+ Manage the end-to-end carrier **invoice auditing process** against inventory and contractual rates to ensure 100% billing accuracy
+ Process and track all **invoice discrepancies, disputes, and credits** with carriers in a timely manner
+ Ensure all circuit orders (ASRs, disconnects, supplements) are reflected correctly on invoices and in the financial inventory system
+ **Inventory & Contract Management:**
+ Maintain the definitive **transport circuit inventory** and cost database (TEM/ITAM platform)
+ Work closely with Procurement and Legal to track contract terms, expiration dates, and **Service Level Agreements (SLAs)**
+ Ensure carrier compliance with contractual billing and performance obligations
+ **Reporting & Communication:**
+ Develop and present **executive-level dashboards and reports** on monthly operational and capital expenses (OPEX/CAPEX) related to transport
+ Serve as the **financial point-of-contact** for network engineering, capacity planning, and finance teams
+ Provide financial data to support **business cases** for new network builds or technology migrations
Skills, Experience and Requirements
Education and Experience:
+ Bachelor’s degree in Business, Finance, Telecommunications, or a related field
+ 4 years of experience in Telecom Expense Management (TEM), Carrier Billing, or Financial Analysis, specifically within a telecommunications or large enterprise network environment
+ Strong understanding of common **telecom services** (e.g.,, Ethernet, Wavelength Data Center)
+ Familiarity with **Access Service Request (ASR)** and service ordering processes
Skills and Qualifications:
+ Expert proficiency in Microsoft Excel, Google Suite and Data Analysis tools. Tableau and Calero experience is a plus
+ Proven ability to negotiate with and manage carrier relationships. Excellent attention to detail and strong written and verbal communication skills

Salary Ranges
Compensation: $63,150.00/Year - $90,000.00/Year

The base pay range shown is a guideline. Individual total compensation will vary based on factors such as qualifications, skill level, and competencies; compensation is based on the role's location and is subject to change based on work location.
