Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise. The Iowa Insurance Division is seeking a highly motivated, solution-oriented professional to join our Market Regulation Bureau and serve as the Consumer Advocacy Officer under the supervision of the Deputy Commissioner. The Consumer Advocacy Officer provides professional oversight of entities engaged in the business of insurance and securities by performing market conduct examinations of regulated entities to assess risk and determine compliance with insurance and securities laws and regulations. This position will participate in state, multi-state and federal investigations, examinations and enforcement actions. This position will represent the Division in national associations such as the North American Securities Administrators Association and the National Association of Insurance Commissioners. The Consumer Advocacy Officer will collect public comments regarding health insurance rate increases and testify on their behalf. Under the direction of the Deputy Commissioner, the Consumer Advocate will conduct a secondary review of Market Regulation complaints, make recommendations for further work as appropriate on individual cases, identify systemic problems and maintain statistics of and report on consumer protection achievements by the Market Regulation and Enforcement Bureaus. The Consumer Advocacy Officer will also implement an annual insurance educational and outreach plan and assist in investor education programs. The ideal candidate should have a foundational understanding of insurance and securities, risk, and regulations to complete assignments independently or to review the work of other team members. The State of Iowa offers a great total compensation package for all full-time employees, including: • Iowa Public Employees' Retirement System (IPERS) • Retirement Investors Club (RIC) • Flexible Working Environment • Health, Dental and Vision Insurance • Vacation Leave • Sick Leave • Paid Holidays (9 days/year) • Flexible Spending Accounts • Life Insurance Minimum Qualification Requirements Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification: + Graduation from an accredited four-year college or university with a degree in insurance, accounting, actuarial science, risk management, finance, or business, and experience equal to three years of full-time work in insurance industry examination, financial analysis, quality assurance, enterprise risk management, or corporate governance. + Graduation from an accredited college or university with a law degree, and possession of a license to practice law in Iowa. + All of the following (a and b): + A total of four years of education and/or full-time experience, where thirty semester hours of accredited college or university course work in insurance, degree in insurance, accounting, actuarial science, risk management, finance, or business equals one year of full-time experience in insurance industry examination, financial analysis, quality assurance, enterprise risk management, or corporate governance; and + A total of three years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business, law, actuarial science, computer science, or pharmaceutical science equals one year of full-time experience. + Current, continuous experience in the state executive branch that includes one year of full-time work as an Insurance Examiner 2.
