    Summary This is for a pharmacist supervisor with the Aleda E. Lutz Veteran Affairs Medical Center. Candidate must be a licensed pharmacist who works independently under the Associate Chief, Pharmacy Operations, or designee, and is responsible for providing and coordinating optimal pharmaceutical care activities in the Inpatient and Outpatient Pharmacies. Lutz Medical Center and Patient Advocates. Develops and revises Inpatient/Outpatient Pharmacy policies and procedures with input from front line staff. Ensures the Inpatient/Outpatient Pharmacy is compliant with applicable Federal, VA, and local policies. Participates in medical center and departmental goal planning and quality improvement activities. Strives to achieve VA and departmental performance metrics. Immediately responsible for the Clinical Pharmacists. Arranges huddles for pharmacy staff as to maintain daily communication with staff and inform staff of current updates/changes. Participates and contributes to the development of the department monthly meeting assuring staff can attend within workload constraints. Ensures that monthly meeting minutes are communicated to staff unable to attend the monthly meeting. Responsible for approving and denying leave requests, including but not limited to annual and sick leave, for the Inpatient/Outpatient Pharmacy staff. Recognizes and encourages career development of staff. Continually evaluates the Inpatient/Outpatient Pharmacy for opportunities for improvement. Completes job performance evaluations, recommendations for awards, and/or disciplinary actions for the Inpatient/Outpatient Pharmacy staff, and makes recommendations to the Associate Chief, Pharmacy Operations, or designee, when appropriate. Develops performance standards that are realistic, challenging and support the organizational mission, vision, and goals. Ensures that employees meet performance standards and competencies and identifies areas for improvement as needed. Effectively manages personnel and works towards resolving all labor relations issues. Serves on medical center and VISN committees as assigned. Follows policies/procedure/regulations for maintaining All-Hazards Emergency Cache (AHEC). May serve as a back-up in the absence of designated AHEC manager. Ensures pharmacy follows policies/procedures/regulations for Controlled Substances. Responsible for the Pharmacy budgetary responsible including inpatient and outpatient areas of pharmacy service, to include any needed budgetary execution. The Inpatient/Outpatient Pharmacy Supervisor is frequently required to handle stressful situations in the department, defuse potential crises, devise, and implement appropriate office management procedures, and resolve situations requiring knowledge and initiative. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the 2 graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d) Grandfathering Provision Employees grandfathered into the GS-660 occupational series may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions Grade Determinations: GS-13: Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following KSAs: a. Ability to effectively supervise subordinate staff. b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. c. Expert understanding of regulatory and quality standards pertaining to pharmacy. d. Skill in managing people or programs. Pharmacists assigned to this position must demonstrate the following KSAs: a. Ability to negotiate to influence clinical and management decisions. b. Ability to effectively communicate orally and in writing regarding complex clinical and 7 technical issues. c. Skill in utilizing regulatory and quality standards to develop and implement operational programs. d. Skill in managing multiple people or programs. e. Skill in utilizing available resources to support the mission and goals of the organization. f. Ability to plan, organize, and direct the functions of the pharmacy staff. Physical Requirements: Must be able to distinguish basic colors with the ability to distinguish shades of color. This position may require heavy lifting and carrying, 45 pounds or more, routine standing, bending, stooping, or squatting. It may also require pushing, walking, standing, reaching over shoulder, use of fingers, walking and standing up to four hours per tour. Near vision correctable at 13' to 16', far vision correctable in one eye to 20/20 and to 20/40 in the other, hearing (aid permitted). The work environment is primarily inside a pharmacy or other office space as designated. There may be extremes of temperature, distractions, noise from equipment or patient care activities. The need to handle frozen or refrigerated products may occur. Exposure to negative and positive air pressure rooms is possible. Repeated twisting, shaking, and grasping of bottles, and vials or syringes may be required. Must be able to don and work with protective garments and equipment as necessary.
