PenFed is hiring a (Hybrid) AVP, Legacy Application and Development Management at our Tysons, Virginia location. We are seeking an experienced and strategic Leader of Legacy Technology to lead our core banking application teams and platform support function. This critical role is responsible for the overall business project delivery and modernization strategy of our Hogan legacy platform, ensuring its stability and performance as it continues to support essential business operations. The Leader will act as a key liaison, engaging with Business Leaders to align technology initiatives with organizational goals and guarantee the delivery of World-Class Platform Support for our internal and external stakeholders. This role will serve as a member of the senior IT leadership team in shaping Business and IT strategy, making investment and priority trade-off decisions, reducing unit costs, negotiating and managing vendor contracts, and improving employee talent, commitment and morale.

+ Oversee Hogan application delivery and application management functions
+ Set the vision, strategy and provideleadership for the application delivery and support
+ Manage relationships with external and internal auditors, risk, compliance
+ Manage strategic relationships with all Business leaders, Vendors and Service Providers to ensure the delivery of projects and services exceeds expectations.
+ Ensure strong alignment and cooperation with cybersecurity, audit, legal, Enterprise Resiliency and compliance teams
+ Oversee the development and maintenance of contingency plans.
Key Responsibilities:
+ Strategic Leadership & Platform Management
+ Hogan Platform Ownership: Serve as the ultimate owner for the stability, performance, and operational excellence of the Hogan Core Banking System and all integrated ancillary platforms.
+ Modernization Strategy: Develop and execute a thoughtful, phased strategy for the continued support, enhancement, and eventual modernization or migration from the Hogan platform, ensuring business continuity throughout the lifecycle.
+ Budget & Resource Allocation: Manage the technology budget for the platform area, making strategic investment decisions on tooling, infrastructure, and personnel.
+ Vendor Management: Oversee relationships with all key technology partners and vendors related to the Hogan platform and associated infrastructure.
+ Thought Leadership: Brings thought leadership to long-range strategy planning and leads policy development to address complex business issues.
+ Business Alignment & Stakeholder Management
+ Executive Partnership: Act as the primary technology point of contact for business unit leaders. Translate complex technical platform issues into clear business impacts and solutions.
+ Stakehoder Management: Communicates effectively with peers and team members to meet division objectives. Stays in constant touch with business partners, understand their needs, comes up with effective solutions leveraging the investments made already. Proactively identifies & addresse issues to avoid escalations & reactive issue resolution.
+ World-Class Platform Support & Operations
+ Service Delivery: Establish and maintain Service Level Agreements (SLAs) for critical platform functions, ensuring a high-availability environment for the Hogan system.
+ Support Excellence: Oversee the technology support team, implementing best-in-class incident management, problem management, and root cause analysis (RCA) processes to minimize downtime and prevent recurrence.
+ Team Leadership: Lead, mentor, and develop a high-performing team of engineers, analysts, and support staff, fostering a culture of accountability, continuous improvement, and customer-centric service.
+ Disaster Recovery: Own and regularly test the Disaster Recovery (DR) and Business Continuity plans for the core platform.
Qualifications
Equivalent combination of education and experience is considered.
+ Bachelor’s or Master’s Degree in Computer Science, Information Systems, or other related field
+ Minimum of twelve (12) years or more of IT Infrastructure Engineering experience in an industry with exceptionally high availability expectations (i.e.: financial services, hospitals, aerospace, etc.) is required
+ Minimum five (5) years’ experience in a Director role (leading a team, providing budgetary information, meeting deadlines, developing policies and guidelines, disciplinary action) with direct supervision responsibilities of 20-50 personnel is required and additional matrix management responsibilities of 10-50 personnel preferred.
+ Minimum of 3 years’ experience in executing large (multi-million dollar), complex software programs/projects as Director or above
+ Minimum of 4 years of large (>$50bn in assets) retail banking application development and maintenance experience.
+ Minimum of 2 years of Agile software development methodology experience
+ Significant experience in developing and using offsite 3rd party development delivery center.
Supervisory Responsibility
This position will supervise employees.

There are no additional licenses and/or certifications required.
Work Environment
While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise.
*Most roles require working in an office setting with moderate noise and the ability to lift 25 pounds.*
Travel and on-call
Ability to travel to various worksites and be on-call as required.
