    The Idaho Department of Juvenile Corrections (IDJC) is currently recruiting for a Superintendent/Facility Administrator. This position is responsible for oversight of facility, administrative, supportive and programmatic functions of a juvenile correctional facility, and will also act as a liaison and representative with community partners and outside stakeholders. This is a full-time position located at our facility in Lewiston, Idaho.

     

    SPECIAL NOTIFICATION: This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

    The Idaho Department of Juvenile Corrections has regionalized state services for juveniles committed to its custody, making it possible for most juveniles to remain close enough to their communities so parents and other key community members can take part in the juvenile's treatment. State juvenile correctional centers are located in Lewiston, Nampa, and St. Anthony and provide a full complement of services for youth who range from 10 to 20 years of age.

     

    This position reports directly to the Statewide Administrator of Facility Operations and has broad latitude in making decisions relative to facility operations, program implementation, and juvenile management.

    Responsibilities:

    • Response for high-level management of IDJC's long-term, residential, juvenile correctional facility; which operates around the clock and houses up to 36 juveniles.

    • Direct supervision of six (6) team members: Clinical Supervisor, Registered Nurse Manager, Unit Manager, Maintenance Craftsman Senior, Food Service Supervisor , and Office Services Supervisor, with oversight of staff in the cognitive behavioral residential rehabilitative program, counseling, family engagement, and support services for juvenile offenders placed in the custody of the Department. Offenders may include serious violent youth offenders, , and other special populations, such as those with mental health needs and/or substance abuse issues.

    • Works closely with our Education Program to support youth in our on-site school, Juniper Hills; a special purpose school, accredited through Cognia. The curriculum offered earns credits which count towards high school graduation and are "standards-aligned," often using the same texts or online education materials utilized by public schools. Youth may earn credits towards their high school diploma, may prepare to earn their GED, and may participate in career technical education (CTE) opportunities that will prepare them for their future careers.

    Supervision:

    • Serves as the regional representative for the Department during various meetings within the community, which may include participating in planning for the Idaho juvenile justice system and problem solving any areas of need

    • Interviews, selects, trains, supervises, and evaluates staff.

    • Delegates authority to subordinate managers to supervise personnel and direct operations within assigned area of responsibility.

    • Ensures subordinate staff are properly trained and in compliance with applicable agency, state, and federal rules, laws, and policies.

    • Prepares/adjusts supervisory staff work schedules.

    • Develops and presents training for staff and juveniles as applicable.

    Administration:

    • Manages and monitors a facility budget ranging from $2.4 to $7.3 million.

    • Identifies budget needs and capital improvements.

    • Develops and implements facility goals, policies, and procedures and implements programs and service objectives to enhance operational effectiveness.

    • Ensures compliance with the Juvenile Corrections Act, laws, rules, Federal PREA Regulations and Governor executive orders.

    • Maintains the safety and security of the facility for juveniles, staff, and visitors.

    • Ensures juveniles are provided appropriate rehabilitative, medical, religious, and food services.

    • Ensures systems are in place to prevent violation of juvenile rights and unsafe conditions of confinement.

    • Implements juvenile treatment programs.

    • Monitors and evaluates program effectiveness for quality control measures.

    • Ensures compliance monitoring for federal laws and regulations in state, contract provider, and detention facilities.

    • Reviews program activities to ensure compliance with national and state standards and establishes facility performance-based outcome measurements through Performance Based Standards (PBS).

    • Promotes and coordinates the use of community resources to enhance service delivery to juveniles in custody.

    • Ensures coordination with local, county, and state officials on special programming needs for aftercare of juveniles released from state custody and authorizes transfer and release of juveniles in custody.

    • Oversees all aspects of juvenile placements as it relates to regional juveniles within state residential programs and out-of-state contract providers and reviews placement progress to monitor effectiveness of programs.

    • Reports on facility operations and special projects to IDJC Leadership, and state and community partners.

    • In partnerships with the IDJC education team, fosters a facility wide climate that prioritizes education and provides an environment for learning.

    Minimum Qualifications:

    Experience:

    • Experience with the juvenile justice system;

    • Experience working with counties, courts, and other statewide organizations such as health and welfare

    • Overseeing a large employee workforce,

    • Directly supervising professional staff, and;

    • Analyzing management and operational problems, identifying alternatives and recommending and implementing solutions.

    • Experience with the Balanced Approach and Restorative Justice model for juvenile populations;

    • Must be able to meet the requirements of and have working knowledge about the Prison Rape Elimination Act (PREA).

    Preferred Qualifications:

    • Bachelor's degree or higher in public and/or criminal justice administration and at least five years' experience in the juvenile justice system;

    • Experience in supervision or administration of a large, secure, youth correctional facility;

    • Experience working collaboratively with stakeholders at all levels of government on public policy and the activities of state and county agencies;

    • Demonstrated ability to administer multifaceted programs and services;

    • Demonstrated, strong leadership and management skills in all situations including: negotiation, conflict resolution, consensus building, and public relations skills;

    • Demonstrated, strong communication skills.
