Specific conditions will be provided by the supervisor and must adhere to state policy. *Special Information:* The Hatchery Bureau Chief is a senior leadership role that assists the Fisheries Division Administrator in overseeing and implementing statewide Division functions. Key responsibilities include Administration and Program Oversight: Directly managing 12 Fish Hatcheries and the Fish Health Program, including human resources and program development. Strategic Planning: Leading policy development, planning efforts, and integrating programs with Aquatic Invasive Species (AIS) and ESA/native fish propagation. Financial and Infrastructure: Developing budgets, planning capital construction projects, and managing federal aid programs. Coordination: Acting as a liaison with two federal hatcheries and other state agencies. Personnel Management: Hiring, supervising, and evaluating staff and programs by adhering to the Statewide Fish Management Plan. *Job Duties:* Administration & Oversight: Providing management oversight for all aspects of 12 State Fish Hatcheries and the Fish Health Program, including administration and human resources. Program Development & Integration: Developing programs and ensuring coordination with the Aquatic Invasive Species (AIS) Program and Endangered Species Act (ESA)/native fish propagation efforts. Policy & Planning: Assisting with policy development and all planning efforts, including incorporating the human dimensions of fisheries management. Financial & Infrastructure Management: Developing budgets, and planning/overseeing capital construction programs. Coordination: Serving as the liaison for two federal hatcheries in the state, managing federal aid programs for the Hatchery Bureau, and coordinating with other states. Staff & Performance Management: Hiring staff, assigning and evaluating work, and measuring program success against performance metrics in the Statewide Fish Management. **Knowledge, Skills and Abilities (Behaviors):** The following minimum skills are required for this position: Extensive knowledge of theories, principles and practices of hatchery management; and excellent knowledge and experience in the fields of fisheries biology, fish culture, fish health, fish pathogens and disease processes. Thorough knowledge of department organization, policy, operation and budget and fish and game laws. Working knowledge of standard administrative procedures and practices, state budgeting rules and procedures and rules and Federal Aid regulations are required. Ability to become proficient with state/department internal procurement, budgeting, accounting, and human resources processes. Knowledge of strategic and operations planning, and development of comprehensive management systems is required. Ability to develop policies and procedures for implementing new programs and improving existing programs. Knowledge of state and federal funding regulations, legislative appropriations and fiscal management. Ability to understand funding sources for bureau programs and their contractual requirements. Working knowledge of environmental review procedures and laws (MEPA/NEPA) is required. Thorough knowledge of general management concepts such as: − establishing goals and objectives, developing work plans, managing timetables, and coordination of operations. − program planning, implementation and evaluation − personnel management practices, including supervision, position classification, selection process, work planning, training, delegation, and performance evaluation. − laws, rules and regulations under which agency and program operate. − budget and fiscal management practices; and − recognition and analysis of problems, and the ability to resolve complex issues and problems in a creative and professional manner. Extensive skills at conflict resolution and meeting facilitation are required. Ability to communicate effectively with a variety of audiences, remain professional in difficult situations, and to judge the sensitivity of issues and act accordingly. Be aware and coordinate with other statewide programs that may have input to and/or impacts from bureau programs. Must have ability to communicate clearly and effectively orally and in writing, to inform the public and resolve conflicts, and to establish/maintain working relationships with persons in the department, in other state and federal agencies, and in the private sector. Extensive knowledge and experience in managing several large complex projects simultaneously. Excellent computer skills, including Excel, MS Word, Power Point, Access. Must be able to manage hatchery program database systems. *Minimum Qualifications (Education and Experience):* The knowledge, skills, and abilities of this position are normally attained throughcombination of education and experience equivalent to a Bachelor’s Degree in Biology, Microbiology, Fish Health Management, Fish and Wildlife Management, Fish Biology, Fish Culture or a related field and at least 5 years job-related experience to include progressively advanced fish culture, fish health, and fish biology, program management, and hatchery management. Supervisory experience is essential.
