    HUMAN SERVICES

    Program Specialist

    SUMMARY:

    Under direction, performs professional human services work in support of programs and initiatives in the Department of Human Services; assists in developing, implementing and coordinating an assigned program in accordance with established goals and strategies; develops and maintains positive and productive relationships with program stakeholders, service providers, clients and others; develops and implements program outreach activities; administers grants and program finances; and performs other related duties as assigned.

    FOCUS AREA:

    The program specialist position will collaborate with others to strengthen and streamline services to children, youth, and families. This role supports First Impressions, the early childhood council, with various programming needs. This position also supports the prevention, child welfare and adult protection programs with complex administrative tasks throughout the phases of their work.

    ESSENTIAL FUNCTIONS:

    The duties listed below represent the various types of work that may be performed. The omission of specific duties does not prevent the assignment of work that is appropriately related to this class.

     

    • Assists in developing, implementing, and coordinating an assigned program in accordance with goals and strategies established by program steering/advisory committees and/or program oversight groups; serves as a liaison between such program stakeholders, funding agencies, and/or regulatory officials; facilitates collaborative efforts and problem solving between stakeholders and service providers.

    • Develops and maintains productive and beneficial relationships with provider partners and other community professionals through coordination, communication, and collaboration; assists provider partners in understanding program administrative and service requirements; facilitates inter-disciplinary meetings between provider partners, clients, and family members; monitors the delivery of program services to clients for service quality and fiscal efficiency.

    • Interprets and communicates program rules, policies, and other requirements to clients, service providers, and the general public.

    • Receives, screens, and processes client referrals for an assigned program; performs program intake interviews and conducts client needs assessments to obtain information regarding family history, current situation, strengths, needs, goals, and readiness to make changes; refers clients to appropriate community partners for services.

    • Develops and provides program outreach and education to community partners and others who work with the target population; explains program goals/desired outcomes; plans and organizes community events and presentations to promote and increase awareness of program services and build program participation; prepares educational and promotional materials; conducts special activities to expand program services to new target populations.

    • Researches available grants to fund program goals and objectives; obtains and completes grant applications; submits grant applications to the county’s Grant Review Committee as well as the Board of County Commissioners (BCC) for approval; monitors grant status and coordinates administrative processes to initiate program activities.

    • Tracks program budgets and expenditures against grant allocations; submits expense reimbursement requests and billings; compiles and analyzes program data regarding program outcomes and services provided; prepares required status reports; conducts program evaluations based on data and feedback information received from clients, services providers and other participants; coordinates compliance site visits.

    • Participates in program planning; prepares schedules of planned services; projects resource needs; develops fundraising proposals.

    • Performs ongoing social casework services to individual and/or family program participants; interviews clients by phone or in person, in clients’ homes or at human services office locations; reviews law enforcement, court and health records and confers with family members, attorneys, health providers, and others as appropriate; assesses client needs and works with interdisciplinary teams to develop short and long term care plans; teaches and counsels clients on life skills; makes referrals to other service providers; monitors client progress toward goals and objectives.

    • Performs general administrative duties; prepares and maintains case records, reports, and correspondence; utilizes computer systems to input and retrieve information; prepares information for record requests; completes required state/federal forms and reports.

    • Facilitates and attends meetings and training; serves on committees, teams, and task forces as assigned; facilitates case conferences; performs and/or participates on special projects.

    • May recruit, train, and monitor volunteers.

    • Performs other related duties as assigned.

    EDUCATION, TRAINING AND EXPERIENCE:

    Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Education:

    Possession of a bachelor’s degree from an accredited college or university with major coursework in social work, sociology, psychology, counseling, or a related field.

    Experience:

    One year of professional social casework in a public or private human services agency.

    OTHER REQUIREMENTS:

    A valid license to drive a vehicle in Colorado and a safe driving record is required at the time of appointment and throughout employment.
