Department Summary:
The Business & Technology Integration Department (P824) specializes in a wide range of functions related to project and program management, acquisition strategies, systems engineering, and data-driven decision-making. The department is adept at strategic planning, stakeholder engagement, and governance, ensuring alignment with organizational goals and compliance with regulatory requirements. It also emphasizes lessons learned, independent assessments, and policy analysis to refine processes and improve outcomes. P824 staff are experienced in managing large-scale programs, optimizing processes, and delivering strategic solutions across various domains, including tax filings, financial analysis, and enterprise architecture.
Roles & Responsibilities:
MITRE seeks an accomplished, proactive Lead Systems Engineer capable of serving as a Task Lead and technical contributor for our work supporting the IRS Information Technology Filing Season Integration Services (FSIS) program. As an FFRDC partner, MITRE provides technical expertise, assessment, expert guidance, and knowledge transition services across Filing Season readiness, execution, and post-season activities.
Your primary role will be to engage with the FSIS Lead, Government Task Manager (GTM) and stakeholders to manage and deliver one or more tasks of the MITRE project for this critical sponsor. You will lead efforts to modernize reporting and dashboards, design data-driven readiness ratings with automated data feeds and AI, strengthen operational awareness and incident management processes, and drive post-season data-driven improvements for the upcoming next filing season.
This is an exciting opportunity to enable IRS decision making and help deliver a smooth, secure, and efficient Filing Season, including readiness for legislative changes such as The One Big Beautiful Bill Act (OBBBA/OB3). Work will be performed primarily at MITRE facilities or onsite at IRS locations in the greater Washington, DC metropolitan area, with local travel and periodic domestic travel in accordance with Federal Travel Regulations.
+ Lead strategy and day-to-day execution across program phases (Filing Season Readiness, Execution, Post-Filing Season) aligned to sponsor objectives
+ Serve as a trusted advisor; engage regularly with sponsor stakeholders and executives to communicate progress, risks, and outcomes
+ Design and deliver data-driven capabilities (modern reporting platforms, dashboards, metrics tracking, readiness indices); integrate automated data feeds; apply AI to improve data quality and insights
+ Drive operational awareness; monitor key metrics; support incident management; generate actionable insights to mitigate risks and improve performance
+ Plan and execute knowledge transfer; document processes and operations; transition ownership to sponsor teams
+ Collaborate across multidisciplinary teams to coordinate activities and integrate solutions enterprise-wide
+ Uphold security, privacy, and records management requirements; complete required training; follow incident reporting and data handling policies
+ Domain / Technical competence.
+ Demonstrate strong familiarity and skill in one more of the following task areas: (1) IT Service Management processes within IRS IT (e.g., Incident Management, Problem Management, Change Management, Configuration Management) and ServiceNow software (2) IRS FS Certification Process (3) IRS IT FS Architecture Diagram (4) IRS Filing Season FSR Dashboard and IT Integrated Master Schedule 5) Minimum Viable Filing Season (MVFS)
+ Recommend, design and deploy prototype automations and AI capabilities to improve Filing Season data quality or filing season system availability
+ Ability to support up to 5, 3-4 day, 24x7 on-call shifts during Filing Season covering P1/P2 service restoration team (SRT) calls to assist with identification of trends and actionable insights
+ Conduct holistic review of outages/disruptions leveraging AI and data analytics to make process improvements for upcoming Filing Season.
Basic Qualifications:
+ Requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or 5 years and a PhD.
+ Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances.
+ Previous experience in IT Operations and Service Management areas as specified in the job description and responsibilities.
+ Working knowledge and experience with Treasury and/or Government agency IT operational processes
+ Ability to translate operational mission needs into actionable, technical, requirements and strategies.
+ Demonstrated skills and experience in presenting both verbally and in writing.
+ Provide strong leadership, management, and soft skills.
Preferred Qualifications:
+ BS/BA and 10 years related experience.
+ Previous experience in the IRS specific IT Operations and Service Management areas as specified in the job description and responsibilities.
+ Demonstrated experience leading and implementing ITSM processes using the ServiceNow platform
+ Experience or knowledge of IRS IT Filing Season processes is desired
+ Possesses an active IRS Minimum Background Investigation (MBI)
