Summary You will serve as a TELECOMMUNICATIONS SPECIALIST in the COMMUNICATIONS SECURITY BRANCH (N642) of MILITARY SEALIFT COMMAND. Responsibilities You will administer COMSEC resources in support of MSC Fleet and Shore Component operations. You will execute processes and procedures, based on DON and MSC policy, for the delivery, handling, operation, accountability, and disposition of COMSEC material. You will interpret COMSEC guidance and advise Local Elements on the proper handling, maintenance and operation of assigned COMSEC equipment. You will serve as a Subject Matter Expert on secure communication system operation and maintenance. You will execute Life Cycle Management (LCM) requirements for assigned Local Elements, which is comprised of configuration management, firmware upgrades, and software updates for assigned COMSEC equipment. You will assess the effectiveness of current processes and procedures for the maintenance and operation of secure communication systems. You will develop and present formal briefings and status reports to Commanding Officers, Officers-in-Charge (OIC), and senior leadership. You will interact with customers to determine cost effective and efficient means of supporting COMSEC management requirements. You will develop work products utilizing currently authorized Navy and Marine Corps Intranet software and approved MSC unique management software. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience serving as an alternate account manager responsible for managing, planning, implementing, and supporting operations of a secure communication system. Experience implementing policies, procedures, and instructions for the administration, oversight and management of COMSEC material assigned to Local Elements. Experience identifying security system deficiencies or problems and resolving them using manuals, procedures, techniques, and other resources. Experience utilizing policies and procedures to manage the Key Management Infrastructure (KMI) system. Experience interacting with customers to fulfill COMSEC management requirements associated with logistics, handling, distribution, destruction, and reporting of COMSEC material. OR Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. OR Successful completion of an LL.M. degree that is related to the position being filled.
