    Job Description

    THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $62,517 – $71,894.00.

     

    THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF STAFF ANALYST.

     

    The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

     

    ACS’ Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the Agency in accordance with City, State and Federal oversight guidelines. DFS staff work collaboratively to manage the ACS budget, submit monthly revenue claims, process payments to provider agencies/vendors, monitor the financial health of provider agencies via reviews/audits, maintain ACS bank accounts, deliver centralized oversight of ACS Child Welfare financial eligibility, and oversee data maintenance for financial systems of record.

     

    Within DFS, the Systems Support Office (SSO) aides in the implementation of Improved Outcomes for Children (IOC) via consolidation of systems user support to (a) administer Connections system approvals for contracted agency case managers, and (b) centralize data entry for New York State Legacy systems previously performed by staff across multiple ACS divisions. The SSO consists of 5 functional areas responsible for performing a multitude of support tasks to ensure ACS program areas, and contract agencies successfully deliver child welfare services to NYC children and families. These service cases are administered by the SSO using State systems such as, CONNECTIONS (CNNX), Welfare Management System (WMS) and Activities (CCRS).

     

    SSO is seeking a Centralized Data Entry Specialist who will be responsible for maintaining State Legacy systems, Connections, and the System Innovation Service Management Portal.

    The duties and responsibilities of the Centralized Data Entry Specialist will include, but will not be limited to:

    - Open service cases for children served by ACS Child Protection, Juvenile Justice, Family Permanency, and Contract Agencies divisions

     

    - Activate Medicaid benefits, record child placements to foster care, and ensure New York State case management systems are up to date

     

    - Open Advocates Preventive Only (ADVPO), Child Case Records (CCR), Child Welfare Services (CWS), Family Assistance Program (FAP), Juvenile Justice Initiative (JJI), Non-Secure Placement (NSP), Respite and convert cases from CWS stage to ADVPO stage

     

    - Merge/split cases, re-open service cases closed in error

     

    - Process Foster Care movements via the Connections (CNNX) Pending Activities Grid

     

    - Perform systems clearances in State Legacy systems

     

    - Process the opening of Adoption Subsidy and KinGap cases

     

    - Assign roles, maintain Legacy systems and other ACS data collection applications, and respond to systems case opening and maintenance questions

    Qualifications

    1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or

    2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.

    Special Note:

    To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
