    POSITION OVERVIEW

    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

    Coordinates Houston Water operational services, facilities, and related activities. Assigns work to subordinate supervisory and technical personnel. Monitors work assignments for accuracy and adherence to pertinent regulatory/legal, technical, contractual, and procedural guidelines. Responds to citizens' complaints and inquiries; gives technical or procedural advice to personnel concerning special or unique issues; interprets policy, procedure and legal/regulatory requirements for employees and citizens. Analyzes methods and operations and recommends improvements. Makes recommendations for capital improvements. Ensures personnel receive appropriate safety training and supplies. Interviews and recommends selection of new employees, conducts performance appraisals, recommends disciplinary and/or performance counseling as appropriate, and ensures consistent application of personnel policies and procedures. Monitors assigned area employees attendance, punctuality, overtime, performance, etc. Conducts and prepares investigation reports for corrective actions.

    WORKING CONDITIONS

    The position is usually physically comfortable; the individual has discretion about walking, standing, and performing physical work. There will be times when physical output may be needed to address emergency situations. Work is both indoors and outdoors, especially when trouble shooting problems encountered by staff that require expertise and experience to resolve.

     

    This is a Department of Houston Public Works Emergency Management Position at the Tier I Level.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS

    Requires a high school diploma or GED.

    EXPERIENCE REQUIREMENTS

    Five years of experience closely related to the activities of the section are required.

    LICENSE REQUIREMENTS

    May require a valid Texas driver's license and compliance with the City of Houston's policy on driving. (AP 2-2)

     

    Requires a valid Texas Class "B" Water Operator's certificate appropriate to position location, i.e. surface water, groundwater, maintenance wastewater plant, and wastewater. Class "A" Wastewater certificate may be required.

    PREFERENCES

    + Preference will be given to individuals with an TCEQ issued Class A Wastewater License.

     

    Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

    Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
