    Duties Description Serving as the assistant to the Deputy Commissioner in the Office of Strategic Planning and Policy Development (SPPD), the Administrative Specialist I will provide support for major policy projects, including state plans (CFSP, APSR, SSBG, Title IV-E, etc.), the Document Review Management System, the sharing draft policy pilot, and other projects that involve interaction with local departments of social services, federal agencies, and national organizations, and other policy work. The incumbent will manage administrative, business, office services (purchasing, travel, equipment, etc.) and personnel activities (including onboarding/offboarding); serve as the Office’s point of contact with OCFS managers, other agency staff, other state agencies, and external entities; and supervise and coordinate office services (scheduling, itinerary, etc.). The incumbent will support the policy, professional, operational and administrative work of the Office, and will provide assistance to the Deputy Commissioner, the bureau directors and assistant directors, and general staff.Additional duties to be discussed during the interview.

     

    Minimum Qualifications Transfer: One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position. The qualifications for the Trainee 1 level are: A bachelor's degree or higher.The qualifications for the full SG 18 level are: bachelors or higher degree AND two years of professional qualifying experience providing administrative, and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program. A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.     Additional Comments Background Investigation Requirements:1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees. 2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
