             JOB SUMMARY The Health Information Systems & Compliance Manager oversees the accuracy, security, and compliance of patient health information while leading a team of five staff. This role manages EHR implementation and optimization, ensures adherence to HIPAA and regulatory standards, supports accurate coding and reimbursement, and drives process improvements. Serving as a key link between clinical, administrative, and IT teams, the manager strengthens data integrity, compliance readiness, and operational efficiency across the organization. MAJOR TASKS AND RESPONSIBILITIES + Supervise and mentor a team of five staff, providing leadership in health information systems, compliance, and records management. + Oversee the transition and ongoing management of electronic health records (EHR), including system implementation, workflow optimization, and database security. + Develop, implement, and maintain record-keeping policies and procedures to ensure compliance with HIPAA and state/federal regulations. + Collaborate with IT teams on database management, system integration, and cybersecurity measures for medical records. + Conduct internal audits and prepare for external regulatory reviews to maintain full compliance with CMS, Medicare, Medicaid, and state requirements. + Manage and monitor Minimum Data Set (MDS) assessments, ICD-9-CM/ICD-10 coding, and ensure coding compliance for accurate reimbursement. + Provide staff training in medical terminology, coding, billing compliance, and documentation best practices. + Lead process improvement initiatives to streamline audits, improve efficiency, and enhance patient record accuracy. + Serve as subject matter expert and advisor to leadership on health information management, compliance, and system implementation. + Develop and execute long-term compliance strategies and risk mitigation plans in anticipation of evolving healthcare regulations and data security requirements. + Participate in cross-departmental compliance and information governance committees to align organizational policies and operational practices. + Prepare and present regular compliance and performance reports to executive leadership, including audit outcomes, coding accuracy metrics, reimbursement trends, and data integrity findings. + Coordinate disaster recovery and business continuity plans specific to health information systems to ensure data availability and secure restoration in emergencies. + Because of the Tribe's commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities. EDUCATION - EXPERIENCE AND TRAINING FOR POSITION Required: + Bachelor’s degree in Health Information Management, Healthcare Administration, Health Informatics, or a closely related field. + Fifteen (15) years of progressive experience in health information management, medical records administration, or healthcare compliance + Five (5) years in a supervisory or leadership role. + An additional six (6) years of experience may be considered in lieu of degree. + Demonstrated expertise in electronic health record (EHR) implementation and management, HIPAA compliance, and CMS/Medicare/Medicaid regulatory requirements. + Proven experience managing ICD-9-CM/ICD-10 coding, MDS assessments, and reimbursement compliance processes. + Strong background in database management, data security, and cross-departmental collaboration with IT and clinical teams. Preferred: + Master’s degree in Health Information Management, Healthcare Administration, Public Health, or a related field. + Professional certification such as RHIT, RHIA, CHPS, CHC, or CPC. + Experience leading organization-wide compliance initiatives and participating in external audits or accreditation reviews. The employee must be able to lift and move materials weighing up to 25 pounds and possess sufficient visual acuity to read printed and electronic health records. Manual dexterity is needed to operate standard office equipment such as computers, scanners, and printers, and clear verbal and written communication is essential for effective interaction with staff, patients, and external partners.
