    Description of Job

    About the Work Unit

     

    The Field Services Section exists to address for the public, governmental entities, the regulated community, and the Department, technical and regulatory issues primarily related to compliance assistance and compliance assurance for drinking water and wastewater treatment facilities (and other discharging facilities) including the following activities: compliance evaluation inspections and sanitary surveys; technical and compliance assistance; regulation and policy development, and provision of technical services in support of the Water Quality Control Division’s (Division) programs to provide financial assistance for drinking water and wastewater treatment facility construction.

    About the position

    This position functions as the workgroup lead for the Field Unit I technical staff performing technical field work including field compliance inspections of drinking water and wastewater treatment facilities, spills and drinking water emergency response and other technical, field-based compliance assurance support and operator training. The position is responsible for ensuring that work products of the technical staff meet production (quantity, quality, and timeliness) expectations as designated by the Unit Manager. The position is also responsible for ensuring that work performed in the Unit is consistent with staff and operating and travel resource allocations in accordance with the Division’s and Section’s strategic and staffing plans and budget, as well as other priorities based upon the Section work plan and public health and environmental issues.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    Minimum Qualifications

    Eight (8) years of environmental protection experience that includes performing field compliance inspections of drinking water and wastewater treatment facilities, spills and drinking water emergency response and other technical, field-based compliance assurance support.

    OR

    Graduation from an accredited college or university with a bachelor's degree in engineering, environmental sciences, environmental law, or closely related field.

    AND

    Four (4) of environmental protection experience that includes performing field compliance inspections of drinking water and wastewater treatment facilities, spills and drinking water emergency response and other technical, field-based compliance assurance support.

    OR

    A master's degree in engineering, environmental sciences, environmental law, may substitute for two of the four years of required experience in environmental protection compliance assurance.

     

    The required experience must be substantiated within the work experience section of your application.     Preferred Qualifications and Essential Competencies

    The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

    + Proven experience managing a staff with diverse professional experience and qualifications.

    + Relevant years of State service shall be considered.

    + Experience interpreting federal and state environmental regulations and permits relative to compliance assistance and assurance.

    + Prior experience in compliance oversight for environmental requirements.

    + Experience working with stakeholders to develop and implement regulatory programs that are protective while taking into account concerns and needs of the regulated entities.

    + Assumes responsibility for successfully accomplishing work objectives and delivering business results.

    + Pays close attention to detail by ensuring information is complete and accurate and following up with others to ensure that agreements and commitments have been fulfilled.

    + Ability to present ideas accurately, effectively, and concisely, both verbally and in writing.

    Conditions of Employment:

    Pursuant to CDPHE policy, a pre employment background check is required for all positions at CDPHE.

     

    Ability to operate a vehicle in order to perform the assigned duties during travel.
